加拿大总理杜鲁多12月6日表示,自己事前对加拿大皇家骑警逮捕华为副总裁任正非的女儿,华为副总裁孟晚舟一事知情。但杜鲁多总理否认逮捕行为与政治问题有关。
在接受记者采访时,杜鲁多表示:“适当的部门作出了这一决定,我们在逮捕发生几天前就得到了相关部门的通知。我们相信我们独立的司法系统,这些事情与政治并无牵连。”
中国方面对孟晚舟被捕一事发出了强烈抗议,加拿大总理表示,他没有与中国方面开展任何对话,也没有与世界其他国家的领导人就此事进行过任何会晤。
按照时间推算,杜鲁多在阿根廷参加G20峰会时,就已经对这起逮捕知情。在G20峰会当中,中国与美国达成了短暂的贸易战停火。
在美国方面,美国国家安全顾问博尔顿在星期四向NPR表示,他在逮捕一事前也知道这一情况。美国方面请求加拿大对孟晚舟逮捕并拘留。
加拿大网络安全部门总监Scott Jones表示,他的部门已经做好了防御准备,应对来自中国的潜在报复性网络攻击。不过Jones并没有对孟晚舟被逮捕一事做出任何回应。他只对媒体表示,加拿大网络安全系统已经做好了准备,将保护加拿大的通讯基础设施抵御可能来自中国的攻击。
“我们将会一直对可能引发危险的因素保持警惕。作为一个国家,我们将会抵御任何针对加拿大的恶意行动。我们也将与边境安全部门保持紧密合作。”
中国外交部发言人耿爽早前表示,在没有任何解释原因的情况下对人实施拘禁违反人权。中国驻加拿大大使馆表示孟晚舟没有违反任何加拿大或者美国法律,并要求加拿大方面释放孟晚舟。
根据华尔街日报的报道,美国的检控官早在四月份开始,便在调查华为公司违反美国制裁伊朗的禁令一案。华为方面在向环球邮报提供的一份声明中确认,孟晚舟目前面临美国纽约东区检控官的控诉,她在加拿大转机时被当局逮捕。
一名加拿大司法部官员透露,孟晚舟星期五将会在温哥华出庭。由于司法部收到了出版禁令的限制,司法部无法在目前提供任何其他的信息。而这一禁令是由孟晚舟方面申请得成的。
环球邮报称,加拿大当局逮捕孟晚舟决定可能会影响加拿大与中国的关系。在中美贸易战中,中国与美国都在寻求自己的贸易伙伴“站队”,虽然加拿大已经与美国墨西哥签订了新的北美三国贸易,不过杜鲁多政府还在同时积极寻求与北京达成一定的贸易协定。
前任加拿大大使David Mulroney预测,孟晚舟事件将会使得华为在西方国家的生意受到冲击,也将使得中国方面有所反应。“孟晚舟因违反伊朗制裁禁令被逮捕说明,加拿大将愿意直面中国,并做出正确的选择。当然,在中国国内,他们会将加拿大描绘成在想美国叩头。这样的逮捕事件将对华为做出致命的威胁,这家公司一直试图在剩余的西方国家面前将自己描绘成一家可靠的基础建设伙伴。”
加拿大早前便面临来自美国的压力,美国方面要求加拿大禁止华为参与5G网络建设。目前,美国与澳大利亚都已经禁止华为参与5G建设,而在上个星期,新西兰也否认了本国无线运营商对安装华为器材的请求。美国、加拿大、英国、澳大利亚、新西兰五国曾经建立了名为“Five Eyes”的情报共享系统。
在星期四,英国主要电讯公司BT Group PLC宣布将移除自己旗下的网络当中,也不会购买华为的5G技术。早前,英国情报部门军情六处曾经针对华为技术发出警告。
早前,加拿大方面曾经反对阻断华为,并认为本国的安全设施足够减小潜在的风险。Jones曾经表示,加拿大方面的安全系统,要比一些盟友国家系统更加稳定。目前,Jones表示,在盟国针对此问题发出警告后,加拿大方面正在重新审视这一问题。
Jones认为,加拿大与其他四国有所不同,他们将结合加拿大本国的实际条件,做出对加拿大人最好的决定。Jones表示,加拿大是一个“大国”(large country)而加拿大政府与电讯供应商的有着独特的关系。Jones提到了加拿大农村地区居住的诸多居民,而这一点也是加拿大方面需要考量的重要因素。
在星期三,美国共和党参议员卢比奥称赞了加拿大方面做出的逮捕决定,并呼吁加拿大总理杜鲁多尽快禁止华为的5G技术。卢比奥称:“华为与中国政府和中国共产党有直接联系。而华为也是美国国家安全的严重威胁,我将继续强烈要求加拿大重新思考关于使用华为建设及维护5G网络的决定。”
在今年十月份,卢比奥与民主党参议员Mark Warner就以写信给杜鲁多,警告称如果加拿大没能阻止华为,将可能会影响美加之间的情报分享以及跨境通讯合作。
民主党参议员Chris Van Hollen表示,华为中兴等公司对西方国家的国家安全构成威胁,并要求美国政府制定详细全面的方案让中国与他们资助的实体为此负责。

Huawei arrest imperils a fragile US-China truce

The arrest in Canada of a top executive of Huawei, the Chinese telecoms group, marks an alarming escalation in the trade and technology transfer dispute between China and the US even if ostensibly its cause is unrelated.

The detention of Meng Wanzhou is certain to complicate efforts to repair relations between the world’s two largest economies. Concern over the implications for the global economy were reflected in market jitters on Thursday, when stocks worldwide extended their recent decline.

Ms Meng, Huawei’s chief financial officer, was picked up during a layover in Canada following an extradition request by the US for alleged breaches of Iran sanctions. China might weather penalties and fines on Huawei should allegations of sanctions busting prove substantive. It is unlikely to take this kind of action on the chin.

Most financial institutions and companies accused of Iran sanctions busting have been subjected to heavy fines, not the arrest of their executives. Ms Meng is not just any businesswoman. She is the high-profile international face of Huawei, the daughter of its founder Ren Zhengfei and potentially his successor as chief executive.

In the absence of more clarity and detail from US authorities about the charges against her, her arrest appears provocative.

Huawei is one of China’s foremost technology champions and one of the world’s largest manufacturers of telecoms and networking equipment. The company’s mastery of 5G technology, its inroads into supplying telecoms infrastructure, and suspicions about its ties to the Chinese state, make it a legitimate national security concern for Washington and other western capitals. This is especially so given China’s egregious record of cyber espionage and its reputation for stealing intellectual property from foreign companies to assist its own enterprises.

An unprecedented push by the Trump administration to persuade other western countries, including Britain and Canada, to bar Huawei from their markets can be seen in this context, even if Beijing claims it is simply an attempt to contain one of its most successful and privately owned technology companies. The Financial Times has reported that BT planned to remove equipment from Huawei from its core 4G network in the UK and exclude it from bidding for contracts to supply its core 5G network.

Ms Meng’s arrest may be linked to US sanctions on Iran. But given the broader alarm over Huawei, it risks being interpreted as the use of American power to pursue political and economic ends rather than straightforward law enforcement. Beijing certainly sees it that way and may be encouraged to take retaliatory action that further inflames the trade dispute.

Ultimately, it is in both the US and China’s interests to de-escalate and identify, through negotiation, the areas in which they can trade and invest and those where they cannot bridge their differences. Technological advances, the dual use, both military and civilian, of recent innovations and China’s aggressive efforts to leapfrog its rivals, have all made the prospect of a compromise more complicated.

Yet, if China is convinced that there are no limits to how far the US will go to quarantine it, it will have few incentives to comply with the reforms demanded by Donald Trump. Last weekend, Mr Trump agreed with his Chinese counterpart Xi Jinping to a 90-day truce, delaying new US tariffs on Chinese goods. That entente already looked likely to come unstuck. After Ms Meng’s arrest, the deadline for progress looks like a time bomb.
