  LL: (Pick up phone) Hello?
  
  LH: Hi, Larry.
  
  LL: How are you, Lihua?
  
  LH: 我挺好。你别忘了,说好了一起看电影,还有半个小时开演。
  
  LL: Oh shoot. I’m so sorry Li Hua. It completely slipped my mind. I feel like such a space cadet.
  
  LH: Space cadet? 太空学员?太空学员常忘事儿吗?
  
  LL: Well not real space cadets, but as a saying "space cadet" means someone who is off in space, or often forgets things that they need to do.
  
  LH: 噢,Space Cadet原来是说心不在焉,爱忘事儿的人。那你绝对合格!不然怎么会忘记约好跟我一起看电影呢。
  
  LL: I guess I just got caught up with this project for work. My space cadet coworker forgot to save it earlier, so we are back to square one.
  
  LH: 啊?你们的项目白做了,要从头开始?我以前写论文也出过忘记存盘的事。I’ve acted like a space cadet before. 那你们要怎么办呢?
  
  LL: It hopefully won’t be too big of a problem, but because he was a space cadet we will have to work a bit late tonight.
  
  LH: 就算是这样,你也不能忘了陪我看电影的事儿啊?This is no excuse for you being a space cadet!
  
  LL: I know. I am sorry.

  A: For one it adds polish. Neither men nor women need to be dressed in see-through clothing in the business world.
  
  CH: 上班不应该穿透心的衣服。还有呢?
  
  A: An undershirt adds a layer of protection.
  
  CH: 多穿一层不是很热吗?
  
  A: It’s because of the heat that you need the layer of protection.
  
  CH: 我还是不明白,有什么可保护的啊?
  
  A: When you perspire, the undershirt protects the dress shirt from showing the moisture and causing stains. It also absorbs some of the odor if you perspire heavily.

  A: It would be fine if your shirt was buttoned at the neck, but you are wearing it open and I can see your undershirt.
  
  CH: 我以前也见过别人这么穿,所以才觉得没问题的。
  
  A: People shouldn’t see your undergarments. If you want to wear a shirt that is open at the collar, choose a v-neck style.
  
  CH: 那好,我中午出去买两件V型领口的汗衫。
  
  A: Good idea. And while you are at it, you might want to buy some socks to match your slacks and your shoes.
  
  CH: 不能穿白袜子吗?
  
  A: They don’t belong at work. Socks should always match your shoes or your slacks. Besides, white socks are far too casual.
  
  CH: 那我能不能不穿袜子呢?今天会计科一个新来的就没穿袜子,这样就不存在搭配的问题了。
  
  A: I suspect he will hear about that and you’ll see him with socks on tomorrow.

今天还是要讲在大选年里新闻界常会用来报导有关选举的情况的两个习惯用语。我们要学的第一个习惯用语是: pork barrel。 Pork是猪肉,而barrel是木头制成的圆桶pork barrel要是直译就是装猪肉的木桶,但是一百五十年来pork barrel却被用作俚语,指受政府资助的地方产品或者工程项目。这往往是代表某地区的国会议员为这个地区争取来的福利待遇,而这位国会议员也因此能笼络人心,得到当地选民的拥护和选票。
  
  批评人士往往会抱怨说: pork barrel,也就是这种依靠公款发展的生产项目,既浪费钱财又没有必要。但是pork barrels却是政界人物得心应手的政治手腕。立法人员会相互帮忙在议院内通过这种带有政治目的的拨款,因为他们心中有数,今天为他人行了方便,日后自己也有类似的提案要他人帮忙通过。
  
  那么选民对pork barrel有什么看法呢? 这常常取决于他们住在什么地区。比方说,这笔拨款是用来修筑一条新的道路,便利他们所居住地点的交通,或者要用这笔款子在他们家附近建造一个邮局,那么他多半会赞成。而不住在当地的选民则很可能会站在对立的立场,反对这笔支出。可想而知,这种政治拨款手段必然会成为竞选中的焦点问题。

我们听一位电台新闻播音员在报道2000年大选中的共和党侯选人George W. Bush打算采取什么行动来反对政治拨款的做法。
  
  例句-1:To quote from a Washington paper: Mr. Bush wants to "clean up some pork-barrel spending practices" that have soured the public on politicians from both parties.
  
  他说:华盛顿的一份报纸说: 小布什想要清除某些政治拨款的做法,因为类似的作为引起民众对两党政界人物的反感。
  
  这里的clean up some pork-barrel spending practices意思是清除某些政治拨款的做法,而这段话里的pork-barrel意思是“政治拨款的,” 用来修饰名词词组 spending practices,当形容词用了,所以在pork和barrel之间用连词符号连接。
  
  Pork barrel也能作名词词组,例如刚才那句话也可以这样说,表达类似的意思,注意在下面的话里pork barrel是名词词组:

今天要学的第二个习惯用法是: gridlock. Gridlock这个说法在大选年里耳熟能详。Gridlock这个词刚诞生的时候是指十字路口的来往车辆一辆紧接一辆,拥挤得水泄不通,造成四面八方的交通完全堵塞,处于停滞状态。
  
  我不说你一定也猜得到,现在gridlock常用来描述任何一种无法通行的僵持状态或者遭到封锁的行动。近年来华盛顿的政治僵持局面对美国选民说来已经是家常便饭,几乎天日有所闻。我们听一位政治评论员说说是什么造成了华盛顿的political gridlock.
  
  例句-3:The political gridlock in Washington has slowed down action on some key issues. Republicans blame Democrats and Democrats blame Republicans, but the main cause of delays is the fact that the Congress is controlled by Republicans while a Democrat controls the White House.
  
  他说: 华盛顿的政治僵持局面造成了一些重大问题的延误。共和党和民主党都相互把对方指责为罪魁祸首,其实主要问题出在目前是共和党人控制着国会,而掌管白宫的却是个民主党人。
  
  这段话里的gridlock指政治僵持局面。两党一方面都在怪罪对方,另一方面却异口同声地向选民提出了一个解决办法。我们听他们各自怎么开导选民。
  
  例句-4:If you want to end this gridlock mess in Washington, the only way to do it is send our candidate to the White House and vote for our people in both Houses of Congress.
  
  他们都说: 结束华盛顿僵持局面的唯一途径是把他们党的侯选人选进白宫和国会的参众两院去。

  A: Refer to these employees as having a disability. It shows more respect.

  A: If someone asks you what kind of disability, your response is not "She’s deaf." Instead you say, "She has a hearing impairment or a hearing problem.

  A: Because then you are describing her by her disability. If she had a disease, you wouldn’t identify her by that. For example, if she had measles, you wouldn’t say, "She’s measles."
  
  CH: 这倒也是。那除了耳朵聋要说听力有缺陷,其它身体残碍是不是也不能直说呢?
  
  A: Nowadays, you wouldn’t say that a person is blind today. You would use the term visually impaired to describe the person.
  
  CH: 不说盲人,要说视力有缺陷。要是瘸子呢?
  
  A: Just say that he has a disability.
  
  CH: 看来,在这方面,我还真得注意,否则一不小心就会冒犯别人。Amy, 你能再重复一下吗?
  
  A: Sure. We say visually-impaired, not blind. It’s hearing-impaired, and not deaf. Use person with a disability rather than crippled, and person who uses a wheelchair, rather than wheelchair bound.

天还是要讲在总统大选年里你常常会听到的两个习惯用语,而且这两个习惯用语都和侯选人的当选机会和希望有关。
  
  第一个习惯用语是从射击或者赛马这两种体育运动中借用来的。它是: long shot。 Long shot在射击运动中是指非常遥远的目标,以至于拿枪瞄准这目标射击的射手很可能会打不中。
  
  Long shot也可以用来描述赛马中奔跑速度太慢跟其它赛马拉下了一长段距离,几乎没有得胜希望的那一匹马。
  
  老听众也许记得我们以前学过这个习惯用语:在1976的大选中人们曾经把卡特称为long shot因为他师出无名,只是个种花生的农民,但是这个当年的long shot后来却出乎意料地入主白宫,而且即使离开白宫以后也仍然在国际政坛上扮演举足轻重的角色。
  
  再听听对卡特这段不平凡人生历程的描述:
  
  例句-1:Back in 1976, Jimmy Carter had been a real long shot. Nobody had given him a chance but he came up nowhere and won the race for the White House. And he has still been playing major roles in the international political circle since he left the White House.
  
  人们原来普遍认为卡特是得胜无望的小人物, 但是他却出人意料地崭露头角,这在政坛也许是相当难得的例子。政坛观察家的预测多半八九不离十。

我们再听最近有一位政治观察家怎么谈论一个宣布竞选参议员席位的人。注意他也用了习惯用语long shot, 可见这个习惯用语的流行经久不衰。
  
  例句-2:He’s a good man but he’s a long shot. Most voters have never heard of him; he can’t raise much money; he has no political experience. I’d say his chances are very small.
  
  这位观察家说:这位侯选人是好人,但是他在大多数选民中是个默默无闻的人物; 而且他募集不到多少经费,更没什么从政经验。所以他几乎不大可能当选。
  
  观察家因而说他成功希望渺茫。这就是long shot这个习惯用语的含义。

今天要学的第二个习惯用语也用来描述成功希望的大小,但是它正是long shot这个习惯用语的反面,用来指必胜无疑的人。这个习惯用语是: shoo in。 Shoo和in两个词合成的中间用连词符号相连,似乎没人能确定这个习惯说法究竟是怎么来的,然而有一种猜想是shoo这个词来自sure。
  
  这个猜想有它的道理,要是shoo-in是从sure in演变来的话,可见它的意思是“必定入围”或者“一定中选。”
  
  我们听个例子。这是新闻评论员在谈论2000年大选的共和党侯选人得克萨斯州州长George W. Bush。
  
  政治分析家在1999年秋天的时候都一致公认他稳操胜券,必然会赢得他的政党,共和党的总统侯选人提名,因为他募集的竞选经费最多,在民意测验中的得分也遥遥领先;他看来是立于不败之地了。但是事情却并不像想象中那样一帆风顺,过后一段时间在新罕普什尔州的初选之前,他的本党竞争对手John McCain在民意测验中的成绩却意想不到地急起直追。
