看看调查官如何信口雌黄的吧。The incident you had with the dog was not an "attack". You entered the property and the dog ran up and jumped on you, which in turn knocked you over. The dog then ran off into the lobby of the building. This jumping up behaviour was likely a display of "dominance" and because you were knocked down (fell over) the dog likely interpreted your fall as a sign of "submission" and subsequently disengaged. Had you not fallen over, the dog might have reacted further, perhaps in a aggressive/threatening manner, but that is sheer speculation at this point. We can only take action on what occurred not on what could have occurred.
I do not question that you sustained an injury as a result of the dog jumping onto you, but I don't agree the dog attacked you. The owner was ticketed for the violation of "Allow animal to chase/harass people/animals".
The dog owner has agreed to post signs on his gate at the access point to his boat yard to indicate "Employees Only" and "Guard Dog on Duty".
