The farmer must be kidding. rent for an acre of farm land is less than 70. So, he can make profit just leave the land uncultivated?

well the farmer probably isn't kidding..........but he did not make any profit either. There is several key factors how the crop insurance work:
a. Avg yield of insured crop of your R. M;
b. % you selected and paid for the insurance, from 50% to 80%;
c. the variety of your crop: IP crop will be paid higher;
If somebody losts his crop, the insurance could pay off most or all of his land rental, but he still has other cost related to the crop production. ie Equipment cost, bin cost, crop inputs......
Also today there is some land's rental higher than $70. The industry standard of land rental price is 6% of land value plus the tax. Imaging some lands worth over 200,000/quarter...
Also this year would be the best year of farming for overal western Canada in the past no-matter-how-many-years. There is some farm land under pressure, like SE Ssakatchewan, west Manitoba, but within very small % of total seeded acres.
