Saskatoon and Regina are cities of "decent" size. What I mean decent size is, they are not so small so you have all necessary facilities in town, and they are not so big so you can get anywhere in town within 20 minutes.
This two cities are among the most dangerous cities in Canada due to big population of certain people (you know that). If you avoid certain area in certain period of day, actually this two cities are very safe and quiet.
My understanding is Saskatoon and Regina are typical north America cities, while Vancouver is a typical "Asian" city and Toronto is an international city. Your option will be based on what kind of life style you are pursing.

Cold weather warnings were issued for many communities in Saskatchewan Monday morning, particularly in the southeast. (Environment Canada)
The entire southeast quarter of the province, including Saskatoon and Regina, is under a wind chill warning today.
Gusting winds out of the northwest were pushing the already-frigid temperatures down to dangerous levels Monday morning. Temperatures were in -25C to -30C range in many communities, but with the wind factored in, it felt like it was -40C or colder.
"Skin that is open to the weather elements can freeze almost instantly," Troy Davies, a spokesman for MD Ambulance in Saskatoon, said in a news release.
“Children and seniors should be indoors or dressed in layers to ensure they have no open skin to the weather."
Relief is not expected until the end of the week, weather officials say.
