2. On every 5th conversion, library waits 1000ms before it returns the result.
3. On every 10th conversion, library must increment a counter in the database by 10.
4. Provide tests that functionality from line 1-3 is implemented according to the
requirements
The library should be able to run in the highly concurrent environment on server cluster.
For database you can use any edition of MS SQL Server, including MS SQL Express.
Language must be c#.
