渥太华诡异和有失公平的举动让我们很多人感到无助和愤怒，很多申请者在苦苦等待了将近5年之后还在遥遥无期的等待这体检通知，而与此同时，一些晚很多的申请者已经顺利的拿到了护照。如果您有和我相同的处境，如果您不想就这么毫无希望任人摆布的等待下去，那就请和我们联合起来！也许我们的努力是徒劳的，但是，我们要让这些毫无作为的政府官员听到我们的愤怒的声音，要让他们知道，诚信，这个促使我们大多数为什么来到加拿大这个伟大的国家的优秀品质，正受这严重的摧残！

我门不会也不能放弃养育了我们几十年白发苍苍的父母。也许我们这行动会以失败告终，但是我们大声的要告诉所有人我们曾经为了正义和良心而努力过！！

以下是我们的具体计划

2。完成并且完善请愿书。（已完成）
3。给相关的官员发出请愿书，打开突破口。信和相关地址就在下面请大家积极参与发信
4。在群里随时通知大家最新情况
5. 需要尽一步行动我们大家在群里随时讨论。

请愿书请到ｑｑ文件夹下载，（如果您下载有问题请悄悄话我）。并且尽快以平信的方式邮寄给自己的ｍｐ和移民部长。另外还有几个ｅｍａｉｌ地址，我们可以同时发出。

请您在寄信之前注意以下事项。

１．请在信有星号的地方填写相关自己真实的信息。
２．请在信的右上方换上自己所在地的省的省旗。如果您有问题请随时悄悄话我
３．请在信的右下方签上自己的姓名和日期。
４．请保持信的原来的格式和风格，这样会使对方感觉到是一群人遇到了相同的问题。
５．请自行修改您认为不妥的地方。但是请尽量保持信的原有大意和风格。

My name is *** from ***. I am writing this letter not just for me but also for a group of people who are currently experiencing great case processing delay on parent and grandparent applications at Ottawa case processing center.

I submitted my application on ***. *** Month later, on ***, CIC started reviewing my sponsorship. After submitted all required supplementary documentations along with another five month of review, I finally got the confirmation letter from CIC on ***, saying”You have met the requirements for eligibility as a sponsor. Accordingly, the Application for Permanent Residence for your relative(s) has been forwarded to Ottawa case processing center for further processing”

I was very happy at the moment, believed that although it was going slow, it was on schedule. However, four month after my case transferred to Ottawa, I suddenly realized that Ottawa case processing center may not have touched my application at all. Even worse, email, the only way we can communicated with the case center for this issue, replies nothing but the meaningless template letter saying “Our office confirms that your application is being processed as per our regulatory timeline….”. The whole center seems to be completely frozen,leaving many people like me helpless and endlessly waiting. In the meanwhile, other case processing centers, like Mississauga, Hong Kong, Beijing, are progressing forward in promised timeline.

I don’t know what is going on at Ottawa case processing center, but what I do know is that many people like me are suffering the great unfairness and ridiculous delay for some unknown reasons or maybe just by mistake. Such thing continues without any explanations and answers, we really don’t know what we can do. This is a very serious concern. Please help us to make Ottawa case processing center fair, transparent and accessible.

Thank you very much for your time! I am in my deepest appreciation for you kind help and looking forward to your reply at your earliest convenience.

This is a very serious issue that most of us have been waiting for 5 years or even longer, which is 7% of our life time. When time goes by, it never comes back. It means even much more to our parents who are mostly over or close to70 years old. Please make the whole process more transparent and accessible and please let us wait no more!

真心建议楼主发信请请个英文专业的修改一下这封信。里面有的用词不符合英文的习惯，语法也有错。比如issue 不如改成concern，"We don’t know what is the current situation with Ottawa case processing centre" 不如改成 "We don't know what the standard processing time-frames in Ottawa case processing center is" 等等。其他一些地方的用词也有待斟酌。

我调档后发现他们把我爸妈的申请放在Inventory里好几个月，还说我没有提交证明父女关系的文件。我申请ATIP更正档案文件，改成我有提供那个文件，是他们搞错了，要求他们马上处理申请。ATIP回信说会30天告诉我处理状态。然后更正申请被转到渥太华，就受到这样一封回信，真让人哭笑不得：

Below is the response from the CPC Ottawa about my correction request relating to CIC file XXXX. Would you please kindly provide me the CIC's definition of "in due time"?

I'm very frustrated by how the CPC Ottawa has been handling my parents' PR applications and my inquires. Their applications have been placed in inventory for 5 months when same category applications have been finalized within a couple of months. The CPC Ottawa has been withholding processing my parents' applications without a justification. If the delay is well-intended, may I at least know how long the delay will be? 我非常赞成硬数据是最好的，但是问题是我不知道通过什么渠道得到这个数据，我甚至觉得CIC自己都没有统计过这个数据。

要不然我们举几个例子，我们很容易在论坛上找到这样的例子。我们也可以举大概10个例子然后做成表格的形式。

For example, AAA submitted the initial application in March xx, 2011, and submitted the supplement documents in September xx, 2014 as instructed. His case got sponsorship qualification approved on February xx, 2015 and the case been kept in mississauga for step 2 process, and in the same day as of February xx got the medical exam request. In March he received request for passport and the applicants were landed in late March.

BBB submitted the initial application on June xx, 2010, and submitted the supplement documents in August xx, 2014 as instructed, and got sponsorship qualification approved on November xx, 2014 and the case been forwarded to Ottawa for step 2 process, and still waiting for the medical request.

非常赞同，我们可以将家园上这几年的case整理出来，一两个case在6个月内收到case这可能是个案，但家园上80%的case是在6个月内处理完的，论坛里都有记录，我们可以讲这些打印出来，一起递交给移民局.

我正在试另一条道能不能有进展，给大家通报一下。我今天正式给CIC的ATIP的头写了一封信，告诉他如果渥太华不在五月六日之前告诉我更正我的档案的结果，我就会去Information Commissioner投诉，并要求法庭裁决。我请他确认CIC是不是不会给我提供除了官方网站之外的关于申请处理时间的信息。当然，我这两天会正式申请要那些信息，建立３０天的期限，以便拿到他们的正式拒绝信，好让其他机构介入。

CIC这样拖非常不地道。如果它直接快速地拒绝，人家还可以走程序去申诉。这样拖着说你等着就好了，５年都正常，不给别人申诉的机会。父母年龄都大了，难道就想自然淘汰吗？想歧视某些申请人，就直说好了，又不想付出政治代价。总得有点担当吧。

Dear Mr. Zawadzki,

I’m writing to you because Treasury Board of Canada Secretariat records you as the Access to Information and Privacy Coordinator for Citizenship and Immigration Canada ("CIC"). I have been corresponding with your office on matters relating to CIC file P-xxx for a while, but only received unsatisfied responses to my inquiries. I'm contemplating filing a complaint to the Information Commissioner of Canada and/or taking the case to the Federal Court of Canada. Before taking any actions, I'd like to ask you whether you'd like to clarify your office's position so as to clear any misinterpretations or errors, if there is any.

Below is a detailed timeline of my corresponding with your office and the CPC Ottawa. I have enclosed the relevant email communications for your reference.

February 3, 2015: I submitted an online request under the Privacy Act for my electronic sponsorship file.

March 6, 2015: Your office emailed me a PDF file named “CIC file P-xxxx” containing the electronic sponsorship file I requested.

April 6, 2015: I emailed your office a signed complete Correction Request Form with supporting documents, requesting to correct the errors in the sponsorship electronic file, which have caused the undue delay of further processing my parents’ permanent resident applications.

April 13, 2015: I received an email notice from your office, acknowledging receipt of my correction request on April 6, 2015 and advising me to expect a response on “its status within 30 days”.

April 17, 2015: I received a response to my correction request from the CPC Ottawa, as cited in whole: “We received a request for correction and the submission of additional documents. Please note that these documents are now on file and will be reviewed in due time.”

April 18, 2015: I forwarded the CPC Ottawa’s response to your office, seeking clarification on the timeline of receiving a response to my correction request. I further asked for assistance on how to access information of CIC’s processing timeline for sponsored permanent residence applications under parents’ category. In this email, I explained my situation so as to give your office the context of why and what type of information I’m looking for.

April 20, 2015: I received an email from your office, claiming that your office “cannot answer questions about immigration files, or take action on them”. This email further claim that your office cannot assist my access to information on the processing time other than referring me to CIC’s website at http://www.cic.gc.ca/english/information/times/index.asp.

April 20, 2015: I emailed your office again, seeking further clarification on whether the CPC Ottawa’s email dated April 18, 2015 is qualified as advising me on “its status within 30 days” as referred in your office's email dated April 13, 2015.

April 22, 2015: I called your phone number 1-800-667-6703 published on the website of Treasury Board of Canada Secretariat, but was automatically directed to your office's general voice mailbox. I left a voice message for you, but haven't yet received a call back.

You may also clarify whether your office's email dated April 20, 2015 reflects CIC's policy of denying access to unpublished information on CIC's processing timeline. If needed, I can submit a request to access under the Access to Information Act so as to obtain an official rejection from CIC.

I have been corresponding with your office on matters relating to CIC file P-xxx for a while, but only received unsatisfied responses to my inquiries. I'm contemplating filing a complaint to the Information Commissioner of Canada and/or taking the case to the Federal Court of Canada. Before taking any actions, I'd like to ask you whether you'd like to clarify your office's position so as to clear any misinterpretations or errors, if there is any.

Below is a detailed timeline of my corresponding with your office and the CPC Ottawa. I have enclosed the relevant email communications for your reference.

February 3, 2015: I submitted an online request under the Privacy Act for my electronic sponsorship file.

March 6, 2015: Your office emailed me a PDF file named “CIC file P-xxxx” containing the electronic sponsorship file I requested.

April 6, 2015: I emailed your office a signed complete Correction Request Form with supporting documents, requesting to correct the errors in the sponsorship electronic file, which have caused the undue delay of further processing my parents’ permanent resident applications.

April 13, 2015: I received an email notice from your office, acknowledging receipt of my correction request on April 6, 2015 and advising me to expect a response on “its status within 30 days”.

April 17, 2015: I received a response to my correction request from the CPC Ottawa, as cited in whole: “We received a request for correction and the submission of additional documents. Please note that these documents are now on file and will be reviewed in due time.”

April 18, 2015: I forwarded the CPC Ottawa’s response to your office, seeking clarification on the timeline of receiving a response to my correction request. I further asked for assistance on how to access information of CIC’s processing timeline for sponsored permanent residence applications under parents’ category. In this email, I explained my situation so as to give your office the context of why and what type of information I’m looking for.

April 20, 2015: I received an email from your office, claiming that your office “cannot answer questions about immigration files, or take action on them”. This email further claim that your office cannot assist my access to information on the processing time other than referring me to CIC’s website at http://www.cic.gc.ca/english/information/times/index.asp.

April 20, 2015: I emailed your office again, seeking further clarification on whether the CPC Ottawa’s email dated April 18, 2015 is qualified as advising me on “its status within 30 days” as referred in your office's email dated April 13, 2015.

April 22, 2015: I called your phone number 1-800-667-6703 published on the website of Treasury Board of Canada Secretariat, but was automatically directed to your office's general voice mailbox. I left a voice message for you, but haven't yet received a call back.

开始的时候是转OTTAWA的，那时候根本没有留密市这一说，后面到1月下旬还是2月上旬了吧，我估计是OTTAWA抱怨处理的人少案子太多所以案子就留密市了。后面零星的两边都有转。我相信他们没有什么原因转哪个中心的，不过转香港北京可能有些原因吧，谁知道呢。

我没有用那个template，就是问我的case处理到哪里了。我3月9日申请查档，然后3月24日DM，但一直没有查询结果给我。我5月1日发邮件给atip问结果，然后那边当天回邮件说会马上去查询。我不知道这之间有没有啥关系。今天收到体检表，刚才收到atip的查询结果。我看里面是3月10日的查询结果，说我的材料都齐全，费用也交了。

请问你什么时候补料收到的呢？我在想会不会和那个时间也有关系。上面那个朋友虽然3月下旬才dm1，但是他补料交的时间早啊，8月15号，比我早一个星期呢。

谢谢！8月20号收到补料，我的case比较麻烦，11月底我发了邮件通知他们生了小孩，我想这么久才收到体检表可能是重新审查了吧，而且我爸是公务员不知道是不是也背调了。

也可能他们什么都没干。我8月15号就补料了，12月中旬才DM1，4月29号才收到体检表。期前我没有任何情况变化，我爸情况更简单，小学毕业，就是工人。

今天收到邮件，让准备以下文件和交费，

Requests made under the Privacy Act require that your client be a Canadian citizen, a permanent resident or an individual present in Canada. Please provide proof that your clientsare entitled to make a request under thePrivacy Act (i.e.: copy of a stamped passport, valid visa, citizenship card). You may resubmit your request under the Access to Information Act, along with an application fee of $5.00. Their written consent authorizing you to receive their personal information is required.

请问您提交这些东西吗？还是他们在故意拖延时间啊？

另外，那5块钱在线付就可以了吧？

When I apply, I have not got dm1 yet, so those information was not needed.
