我的问题是，我应该现在申请吗，另外我23日（星期一）最后一天上班的，申请CERB从星期天算给了整月的，日期不好匹配啊。

直接申请，不用等待。如果有问题Canada service 会给你一个解释。其负责人的说明是不能因为疫情让加拿大人有困难。我的理解差个1，2天不会有问题的。
