I made a call to 604-717-3321 and got a talk with a police. She said others without relationship with lz's brother could not have the right to ask the vancouve police to say anything to him or her eventhough the person had lz's 委托书. It is only way that lz keep the touch with the vancouve police at the time as you want or report to and make a contant with local police in China and then the contact with the vancouve police is made by chinese police.
By the way, the chinese service is that they provide a translator to you, not they have a police on duty who can speak chinese.

我哥搬家了，但是记错春节日子了，前些时间比较忙，一直没往家里打电话，昨天他新房东上网看到我们的贴了，告诉我哥，然后我哥马上往家里打电话。事情的经过大致就是这样。谢谢各位
