To get the CCTB, all the following conditions must be met.
1. You must live with the child, and the child must be under the age of 18.
2. You must be the person who is primarily responsible for the care and upbringing of the child.
This means you are responsible for such things as supervising the child's daily activities and needs, making sure the child's medical needs are met, and arranging for child care when necessary. If there is a female parent who lives with the child, we usually consider her to be this person. However, it could be the father, a grandparent, or a guardian.
3. You must be a resident of Canada.
We consider you to be a resident of Canada when you establish sufficient residential ties in Canada.
4. You or your spouse or common-law partner (defined on the next page) must be:
* a Canadian citizen;
* a "permanent resident" (as defined in the Immigration and Refugee Protection Act);
* a "protected person" (as defined in the Immigration and Refugee Protection Act); or
* a "temporary resident" (as defined in the Immigration and Refugee Protection Act) who has lived in Canada throughout the previous 18 months, and who has a valid permit in the 19th month (other than one that states "does not confer status"). If this is your ituation, you should not apply before the 19th month.

我上传的这个官方文件说明，1，只要你在加拿大有住房，或者汽车，家具，或者保持紧密的社会关系，就算。
2，然后保证每五年在加拿大2年，保持住你PR的身份。
3，另外听说离境时间不能超过6个月，不然就要申报（申报之后能不能拿到就不一定了）。
4，现实情况是，很多人离开了加拿大，但是继续申领，这样是违法的！如果被发现后果很严重！可是谁又来查呢？

1、首先加拿大移民局及出入境管理局对公民个人出入境的记录是十分清楚的。
2、作为居民必须每年申请报税务，而税务局若发现你的帐户只有牛奶金的进项而无其它生活支出帐，那就证明你不在加国境国居住。
3、一旦弄坏自已的名声，对今后打算再来定居或蹲移民监的筒子们是非常不利的！！没必要弄个污点。
4、我上面说的“不可以”不是绝对意义上的不可以，而是“不可行”。除非你将孩子寄养给在加国居住的他人。而为了这点非常不值得。

以前论坛里有人讲到，他的姨妈是这样干的！但是，小孩似乎只回国了一年。

我下载了牛奶金申请表及相关的文件, 由于忙,看得不很仔细, 但好像说如果申请人有离开加拿大的情况,需要填写另一份文件,同时报上去,然后由政府根据具体的情况决定是否仍然发牛奶金.登陆后,我打算亲自问一下相关部门,象我的这种情况是否可以申请牛奶金,如果不行,咱就别违法了.

可以。一般以母亲的名名申请牛奶金，而母亲的名下又有报税。
但不建议长期将孩子放在国内。
