Our office will not release any information to persons who do not have the correct authorization.

In general, applications are placed in queue for final review depending on dates of application and receipt of all requested documents. In cases where applicants are unable to land in Canada by expiration of their medical examination dates, new medical examination instructions will be sent to them.

意思很明白，真要明年初启动了，估计受到了配额或者一些限制。同时也给了一个积极信号：不受新政影响，直接visa了

我觉得北京VO的意思是：大家稍安勿躁，发了ME的同学们不出意外的话，都能拿到VISA。最坏的情况就是大家再掏一次体检费，多等个一年半载的。我们也没办法啊，这年头，谁都不好混啊，大家互相体谅一下吧。。。very beginning of January........
