A Chinese energy company called ENN Group says it will invest $5 billion in building a solar panel factory, a solar power plant, and an “eco-community,” in Nevada. Doesn’t sound that unusual, right? Well, the devil’s in the details — and this one’s a peculiar plan that involves politics, an outdated technology and an ambitious plan that’s being drawn up in the middle of one of the most difficult solar markets in years.
Bloomberg took a look at this project, which is light on details about ENN, a private company which started off as a car rental company in 1989 and morphed into a natural gas distributor, a clean coal technology developer and more recently a solar panel maker and project developer. The company also develops golf courses and other types of real estate for the tourism industry, according to its website.
What we do know
Nevada’s Clark County has agreed to sell 9,000 acres that it owns for $500 per acre, or about one-eighth of its assessed value, according to Laughlin Nevada Times, to ENN to build the solar projects and eco-community. Part of the deal will require ENN to pour in $100 million by 2014 and $1 billion by 2018 to build the project. ENN also will have to secure a contract to sell power from its planned solar project before it can start building on the land, which is located in the town of
Laughlin, roughly 100 miles south of Las Vegas.
The deal is unusual not just for the high amount of promised investment from ENN’s founder and chairman Wang Yusuo, a project that the company saidwill create over 4,000 local jobs. But for a Chinese manufacturer, a factory in the U.S., would probably require significantly higher production costs.
The project is also oh-so political. It’s being touted by U.S. Senate majority leader and Nevadan Harry Reid, who has been a long time supporter of clean energy and green jobs for both Nevada and on the federal level. And like all politicized clean energy, the ENN project sounds like one of those well-meaning efforts to bring jobs to a depressed community, but that probably just won’t work out as planned.
In the past, Reid has also lent a hand to California solar company Amonix, whichopened a factory in North Las Vegas in May 2010. Over a year later Amonix laid offabout two-thirds of the workers there because it said it needed to modify the machines to make a new generation of solar energy equipment.
Old-skool solar
ENN’s solar experience is also grounded in an aging solar technology. The company entered the solar panel manufacturing market in 2007, chose to use amorphous silicon and bought equipment from Applied Materials, which got out of that line of solar factory equipment business in 2010 because it couldn’t attract enough buyers.
Amorphous silicon technology isn’t as efficient at converting sunlight into electricity as other technologies, such as the use of silicon or cadmium-telluride, though it’s supposed to be far cheaper to make. But prices for competing technologies, such as silicon and cadmium-telluride solar panels, have fallen quickly in recent years – about 50 percent during 2011 alone because there was an oversupply of them. Many startups that bought amorphous silicon factory equipment from Applied and other suppliers either went out of business or stay small. A major maker of amorphous silicon solar panels, Energy Conversion Devices in Michigan, filed for bankruptcy in February.
ENN is not a brand new entrant to the U.S. market,. Last November, the companyannounced the completion of a 4.3 MW solar power project in New Jersey that used its solar panels.
The company also has signed several technology and project development agreements with Duke Energy, when both announced a broad agreement in 2009 to work on various renewable energy, clean coal and smart grid projects, including solar power plants in the United States. In May last year, two companies said they also would work together to test technologies for creating smart cities in China and the U.S.

Senator Harry Reid, of Nevada and his Son Rory have made another of their notorious and only legal because Harry Reid makes the laws, land deals. This time selling public land to a Chinese firm for a Solar Farm. The land in question happens to be the land where Cliven Bundy and his family have been grazing their cattle for the last 140 years. Senator Harry Reid fully intends to stand back in the shadows while the full monopoly of violence of the United States Government is employed to make him and his son a couple of million dollars in a land transaction that if any regular citizens attempted, would land them in federal prison for 20 years or more.

(Reuters) – U.S. Senator Harry Reid recognized nine years ago that connections between his official duties and the lobbying activities of his relatives could lead to ethical questions.
In 2003, the Nevada Democrat publicly banned relatives from lobbying him or his staff after newspaper reports showed that Nevada industries and institutions routinely turned to Reid’s sons or son-in-law for representation.
Now, questions surrounding family ties are flaring again in Nevada around the Senate majority leader. He and his oldest son, Rory, are both involved in an effort by a Chinese energy giant, ENN Energy Group, to build a $5 billion solar farm and panel manufacturing plant in the southern Nevada desert.
Reid has been one of the project’s most prominent advocates, helping recruit the company during a 2011 trip to China and applying his political muscle on behalf of the project in Nevada. His son, a lawyer with a prominent Las Vegas firm that is representing ENN, helped it locate a 9,000-acre (3,600-hectare) desert site that it is buying well below appraised value from Clark County, where Rory Reid formerly chaired the county commission.
Craig Holman, a lobbyist for the non-partisan advocacy group Public Citizen, said the senator is dealing with “an iffy ethical landscape” because of the family connections and should recuse himself from the project. “Is this just happening because … it benefits the Reid family, or did Harry Reid actually believe in this?” Holman said.
The senator has supported numerous clean energy projects in Nevada. Rory Reid cites energy as one of his specialty areas at the law firm.

“I have never discussed the project with my father or his staff,” said Rory Reid. Kristen Orthman, a spokeswoman for the senator, said he had not discussed the project with his son.
The Langfang, China-based ENN Energy Group hopes to build what would be the largest solar energy complex in America. The site chosen with Rory Reid’s guidance is in tiny Laughlin, Nevada, a gambling town of 7,300 along the Colorado River, 90 miles south of Las Vegas.
County officials have said that they were so thrilled to recruit a company to the area, with the prospect of thousands of new local jobs, that they were eager to negotiate.
ENN is headed by Chinese energy tycoon Wang Yusuo, who made a fortune estimated by Forbes at $2.2 billion distributing natural gas in China. Wang escorted Reid and a delegation of nine other U.S. senators on a tour of the company’s clean energy operations in Langfang, and Reid featured Wang as a speaker at his 4th annual National Clean Energy Summit in Las Vegas last year.
NEVADA’S LARGEST LAW FIRM
To advance the Nevada project, ENN retained the state’s largest and most prestigious law firm – Lionel Sawyer & Collins, where Rory Reid works. It is headed by Richard Bryan, a former Nevada attorney general, governor and member of the U.S. Senate.
Rory Reid faced a one-year cooling off period from lobbying the Clark County commission after leaving his post in January 2011, and Bryan took the lead on ENN’s negotiations with the county.
Since the one-year ban expired, Rory Reid has been ENN’s primary representative before the county, according to Steve Sisolak, the board’s vice chairman.
Rory Reid acknowledged representing ENN at both the county and state levels since January. He declined to discuss the project otherwise.
Two months after Harry Reid’s China trip, Lionel Sawyer registered ENN Mohave Energy LLC as an American subsidiary of the Chinese company. The firm negotiated with the county to buy the land rather than lease it, as the county’s staff had recommended.
In December, Clark County commissioners voted unanimously to sell up to 9,000 acres of public land to the subsidiary at pennies on the dollar.
The deal spurred local controversy. Separate appraisals valued the land at $29.6 million and $38.6 million. The commission agreed to sell it to ENN for $4.5 million.
The county did build in certain conditions before the project could begin, including milestones for jobs creation and investment. ENN also must assure the county that it has a power company willing to commit to buying energy from the solar farm. But in the eight months since the commissioners approved the deal, no utility has signed a power purchase agreement.

Nevada rancher Cliven Bundy’s decades-long battle against the federal government over grazing rights has heated to the point where militia groups have joined in and taken up spots against the feds who’ve circled his land — and talk is, they’re not afraid to open fire.
A spokesman for the one of the militia groups said as much to local 8 News Now: I’m not “afraid to shoot,” he said.
Margaret Houston, Mr. Bundy’s sister and a cancer survivor, said at a town hall gathering this week that the situation “was like a war zone” and that she felt “like I was not in the United States,” The Daily Mail reported.
The Las Vegas Review-Journal described it this way: “Serious bloodshed was narrowly avoided,” in a story about how dogs were unleashed on a woman who was pregnant while the rancher’s son was hit with a taser.
On Tuesday, armed Bureau of Land Management agents stormed Mr. Bundy’s property, escalating a court dispute that’s wound for two decades over the rancher’s refusal to pay for grazing fees.
Mr. Bundy’s view is that he owns his property — that it’s been in his family’s hands for centuries — and he doesn’t have to pay for his own 900-head of cattle to graze on the 600,000 acre Gold Butte property.
The government, meanwhile, says the land belongs to it, and agents have swooped and circled, closing off roadway access to the property and flying helicopters overhead the family’s home.

Militia Push Feds out of Nevada: Sheriff of Clark County Announces Feds Leaving Bundy’s Land

In a stunning change of events, this morning, The Buruea of Land Management announced they would be leaving the 600,000 acres of Nevada land that they seized last week, and will be ceasing their round up of Cliven Bundy’s Cattle.
The announcement came just hours ago from Sheriff of Clark County Douglas C. Gillespie, who met with Bundy this morning at the Bundy Ranch.
At a press conference just outside the Bundy Ranch, where Militia and local supporters were gathered, Gillespie announced the news to the cheering crowd. While all the full details of the agreement haven’t been released yet, like whether the 400 cows already stolen from the land will be returned to Bundy, the fact is, the people seem to have won a victory against a tyrannical government that was growing out of control.
As one of the Militia members stated this morning at the press conference, “One man can make a difference.”
The news of the pull out comes as hundreds of Militia from around the country had made their way to the Bundy Ranch. Up to 5,000 more Militia were expected to flood into the area throughout the weekend, causing the BLM to fear a deadly confrontation.

In a statement, BLM Director Neil Kornze said that after consulting with law enforcement, “we have made the decision to conclude the cattle gather because of our serious concern about the safety of employees and members of the public.”
It should be noted that Bureau of Land Management Director Neil Kornze, is a former senior policy advisor for Harry Reid, who has been accused of setting up this whole showdown in order to steal the land for a Chinese Solar Company. Reid, D-Nev., and his oldest son, Rory, a former chairman of the Clark County, Nev., County Commission, are both deeply involved in a $5 billion foreign energy project by ENN Energy Group to build a huge solar farm in southern Nevada, according to a Reuters report from August 2012.
30 Day Fly Over Ban
Although many see this as a victory, others are warning this could just be an attempt to disperse the crowds. As of this morning, the BLM has placed a 30 day no fly zone over the 600,000 acres, causing many to wonder if the BLM will return once the Militia members leave the land. Bundy and supporters have asked the Sheriff to disarm the BLM and permanently have them leave all Nevada land.
Bundy and his supporters are on their way to retrieve their cattle, so this may be far from over. We will keep you updated as the story unfolds.
UPDATE: 11:53pm pst. It looks like negotiations may have already broken down, as Interstate 15 just outside of Mesquite, Nevada has been completely shutdown by protestors and police. Militia, Cliven Bundy, and his supporters have made their way into the area to take back his cattle.

UPDATE: 12:55pm PST. The latest update out of the area is that Deputy Chief Tom Roberts, from Las Vegas Metro, made a deal with Ammon Bundy, Cliven’s son, to open the gate and release the cattle to the waiting cowboys. Protestors have started moving away from the gates, and it looks like this situation may hopefully reach a peaceful conclusion.
UPDATE: 3:05pm PST. Cattle are starting to be released, and the BLM Agents have retreated off the land. Over 80 BLM vehicles could be seen leaving, making their way down I15. It’s estimated that at least 100 of the Cattle may have been killed by the BLM.

The news of the pull out comes as hundreds of Militia from around the country had made their way to the Bundy Ranch. Up to 5,000 more Militia were expected to flood into the area throughout the weekend, causing the BLM to fear a deadly confrontation.

In a statement, BLM Director Neil Kornze said that after consulting with law enforcement, “we have made the decision to conclude the cattle gather because of our serious concern about the safety of employees and members of the public.”
It should be noted that Bureau of Land Management Director Neil Kornze, is a former senior policy advisor for Harry Reid, who has been accused of setting up this whole showdown in order to steal the land for a Chinese Solar Company. Reid, D-Nev., and his oldest son, Rory, a former chairman of the Clark County, Nev., County Commission, are both deeply involved in a $5 billion foreign energy project by ENN Energy Group to build a huge solar farm in southern Nevada, according to a Reuters report from August 2012.
30 Day Fly Over Ban
Although many see this as a victory, others are warning this could just be an attempt to disperse the crowds. As of this morning, the BLM has placed a 30 day no fly zone over the 600,000 acres, causing many to wonder if the BLM will return once the Militia members leave the land. Bundy and supporters have asked the Sheriff to disarm the BLM and permanently have them leave all Nevada land.
Bundy and his supporters are on their way to retrieve their cattle, so this may be far from over. We will keep you updated as the story unfolds.
UPDATE: 11:53pm pst. It looks like negotiations may have already broken down, as Interstate 15 just outside of Mesquite, Nevada has been completely shutdown by protestors and police. Militia, Cliven Bundy, and his supporters have made their way into the area to take back his cattle.

UPDATE: 12:55pm PST. The latest update out of the area is that Deputy Chief Tom Roberts, from Las Vegas Metro, made a deal with Ammon Bundy, Cliven’s son, to open the gate and release the cattle to the waiting cowboys. Protestors have started moving away from the gates, and it looks like this situation may hopefully reach a peaceful conclusion.
UPDATE: 3:05pm PST. Cattle are starting to be released, and the BLM Agents have retreated off the land. Over 80 BLM vehicles could be seen leaving, making their way down I15. It’s estimated that at least 100 of the Cattle may have been killed by the BLM.

We are expendable garbage! We are and will be forced to endure whatever they want to inflict upon us, in agonizing silence. We have no choice except to suffer the illegal and wrongful financial devastation without any recourse and ALONE.
We have no rights of any kind. We have no rights to judicial reprieves. We have no rights to police protections, or enforcements of any laws violated against us. We are not even permitted to have assistance from any LAWYER. The wagon train (government, courts, lawyers, judges, police, other employed government entities) are tightly circled and we, many others, are shut outside, looking inward.
Without the media, the supporting public, activists, legal counsel (useless), you would be totally alone enduring all that they want to force on you. Possibly even death, in the end. There are no words that can even begin to describe to you how it feels, as time painfully drags into years. Don’t think for one minute that you or I are the only victims enduring these same circumstances. But they are forgotten because they were never made known to anyone. They exist! The government has declared war, one person at a time, so that it won’t be made known to the rest of the world. No one knows how many victims of corrupt Government are out there, since the media won’t permit most of them to be brought into the media spotlights. Evil has absolute power, when it has darkness to remain hidden. You are the visible HERO, but it is very important to me that you fully understand that there are thousands who have been embroiled in the very same war you are in right now, who have NOT been seen by the world.
Please make sure you fully understand. Don’t take for granted how fortunate you are to still have a voice being permitted to cry out your injuries and injustice, for the world to hear and see! You better get on your knees to God and thank him profoundly. Some of the Governments corrupt actions won’t ever be known except to the victims who endured it, ALONE.
ONE massive, UNITED lawsuit has to be filed against ALL entities, from victims of every state before the government will reform and restrain for a time. ONE person alone will accomplish nothing, except to bring more destruction upon themselves. War is being won by the government, one person at a time, within every state in the union. The public from every state has to bring the war to them through massive numbers or nothing is going to be accomplished except disaster.

Sorting Fact From Fiction on Chinese Solar In Nevada

I couldn't have been more wrong last week in assessing the conflict over Cliven Bundy's illegally grazed public lands cattle has having "fizzled." Over the weekend a small throng of armed members of far-right groups showed up to lend Bundy support, eventually prompting the Bureau of Land Management to back down and release the cattle they'd rounded up so far.
It's a debacle for the BLM, and the ramifications of the weekend's about-face are likely to unfold for months. But even more disheartening is the speed with which blatant, easily debunked untruths about the issue spread throughout social media.
The weirdest of the allegations involve a proposal that's been dead for some months in a spot almost 200 miles away from Bundy's ranch, a project ReWire last covered in a story from almost a year ago.The fact that the project's in the wrong place and time hasn't kept the rumor-mongers from spinning tall tales about it, so it's time to put on our debunking hat.

In case you've missed the story, here's the basics: Bunkerville, Nevada rancher Cliven Bundy, who's along-time adherent of the far-right Patriot movement, decided in 1993 to stop paying grazing fees to the BLM for cattle he grazed on public lands near his ranch in Bunkerville, in a scenic area called "Gold Butte" that happens to be good habitat for desert tortoises.
After five years of getting free grazing on those public lands, Bundy had his federal grazing permit revoked in 1998. That permit was bought by Clark County shortly thereafter and retired, as part of a mitigation arrangement allowing the county to develop desert tortoise habitat closer to the burgeoning city of Las Vegas.
Though environmental groups urged, and then sued, the BLM to evict Bundy's illegal cattle from Gold Butte within a couple years of his refusal to pay the modest federal grazing fees instituted by President Reagan, it took until 2012 for the BLM to act, but the agency quickly scuttled plans to round up Bundy's livestock, citing perceived threats to the safety of its field staff.
Earlier this month, with two new court orders forcing their hand, the BLM began rounding up Bundy's trespass cattle. Reaction was swift, with Bundy calling for a "range war" and saying it was time to take back the country "by force."
Though Bundy has the habit of referring to the Gold Butte area as his land, the Bundy family's actual land holdings in the area seem to be limited to a parcel of about 150 acres along the Virgin River used for growing melons. But what distinguishes Bundy from any other right-wing melon farmer is that he has gained backing from a wide range of far-right groups: the Montana Militia sent members to Nevada last week to bolster the supportive crowd. Internet preacher Wiley Drake called on his supporters to help Bundy resist President Obama, whom Drake referred to as a "half-breed." Some in attendance identified themselves as members of the "Oath Keepers" movement; Oath Keepers' Elias Alias informs us that the organization sent no formal representatives to Nevada, though it does support Cliven Bundy.
That's the context in which the BLM backed down and released about 400 cattle they'd rounded up. And it's the context in which misinformation from Bundy supporters started buffeting social media.
Over the weekend, Kit Daniels at the conspiracy website infowars.com published a piece on the Bundy cattle roundup issue that took a few actual facts, then spun them into a story with implications so palpably wrong that it would be funny if so many people didn't seem to be swallowing them whole.
That story: U.S Senator Harry Reid is pushing the ouster of Cliven Bundy's cattle so that a Chinese firm represented by his son Rory Reid can build a solar facility on the site.
To make that case, Daniels cites a document discussing using Gold Butte as potential mitigation land for projects on the Dry Lake Solar Energy Zone in north of Las Vegas. Daniels also reports breathlessly that in 2012, the Department of the Interior released a master plan for solar in the southwestern states, which revelation was not exactly breaking news to us here at ReWire.
"Although these reports are in plain view, the mainstream media has so far ignored this link," writes Daniels.
So far, that's nothing out of the realm of reality: Gold Butte has indeed been mentioned as mitigation land to allow companies to build solar projects on other tortoise habitat, just as Clark County bought out and retired the local grazing permits to excuse its building sprawling suburbs on tortoise habitat in Vegas. If Daniels had stopped there, pointing out that the BLM's concern for tortoises seems to be erratic and context-driven at best, and that Reid has a long history of pushing for development of tortoise habitat if his political base stands to profit, there'd have been nothing wrong with the story.
But that wouldn't have been a good enough conspiracy, in that it all takes place on the public record.
So Daniels plops a specific project into the article's text, hilariously out of context for readers familiar with the details, but in a way that suggests it's the real reason for the BLM action to round up Bundy's cattle:
Back in 2012, the New American reported that Harry Reid's son, Rory Reid, was the chief representative for a Chinese energy firm planning to build a $5-billion solar plant on public land in Laughlin, Nevada.
The article then discusses the project at some length, quoting a Reuters article from August 2012.
There's a reason for that 2012 dateline in the Reuters piece: The "Chinese energy firm" being discussed is ENN Mojave Energy, and the project was canceled in 2013 after languishing for many months unbuilt and unfunded. There haven't been many articles on the project since 2012, for the simple reason that it became clear it probably wasn't happening around then.
To be clear, Daniels did not specifically say that the ENN Mojave Energy project was planned for the land on which Bundy's cattle now trespass. But that's certainly what people took away from it: Harry Reid ordered Bundy's cattle removed so that his son Rory could build a solar project on it for the Chinese Communists.
There are two little problems with that interpretation of the story, one of which lends support for the notion that Americans have no idea how to read maps: Bundy's cattle are in Bunkerville, Nevada which is here, and the proposed ENN plant would have been sited in Laughlin Nevada, which is here, and the two places are almost 180 miles apart.
Even if ENN's project was still a going concern, alleging that Bundy's cattle are being moved because of ENN is about like saying you got kicked out of your apartment in Los Angeles because your landlord wants to build a new building in Fresno. When the real reason is you haven't paid rent since the first year of the Clinton Administration.
The other little problem? The idea of land being used as mitigation for habitat destroyed elsewhere pretty much depends on the habitat being protected. Which means not building solar on it, whether by a Chinese-owned firm or an all-American crew like First Solar.
And that also means not building gas and oil wells, as alleged by another rumormonger site that's latched onto the Bundy Ranch issue.
Let's be clear: the BLM is its own worst enemy on this issue, and many others. The agency's ludicrous mishandling of this week's protests with "First Amendment Zones" and the like is part and parcel of a years-long and mounting disrespect for public involvement in the management of its own lands. The probably illegal denial of public comment at solar project hearings we reported on in 2011remains BLM Desert District policy, an issue we're continuing to track.
That's not to say we have anything but sympathy for the BLM field staff put in the uncomfortable and dangerous position of carrying out agency policy in the face of armed opposition.
But some of Bundy's supporters have even gone so far as to issue threats against the staff of environmental organizations working on the Gold Butte issue and publish their home addresses online, which development is not only upsetting but part of a long and heinous tradition of the right wing targeting enviros for violent harassment. Getting threatened by angry melon farmers with guns is, sadly, nothing new for enviros.
That means it's crucial for the BLM to rise above its corporate culture and get this right.
And it also means that every bit of disinformation, whether spread by mistake or on purpose, can end up hurting innocent people. And that should matter to you no matter what side you find yourself on.
For The Record a previous version of this article claimed that Wiley Drake was affiliated with the Oath Keepers group. We've since heard from a representative of Oath Keepers that they have no connection with Drake.
