在MTO driver's handbook里,只提到了“To make a left turn, signal well before the turn and move into the far left lane when the way is clear. Look ahead, behind, left, right and left again and check your blind spots. Make your turn when the way is clear.”
里面没提到两条车道都clear,才算safe。我觉得总得有个写出来的东西说什么是clear. One lane clear, two lanes clear, three lanes clear.

就拿你举的这个例子,way is clear 说的很明白,就是“你觉得安全,不会影响到其他人行车安全”。现在假设你要右转上大路(3 lanes),右侧车道一望到头没车的时候,我刚好开在中线,你能不能转出来呢?很多人觉得可以,因为你会转到右侧lane,和中线lane不冲突。但很简单的只需要换个位置,假设是你在开车我准备右转出来,你直行,右侧lane无车,此时“假如”你想切换到右侧lane去,你是拥有路权的,相比较我停在下路口准备启动右转进入右侧lane,咱们两个谁拥有较高的路权呢?答案显而易见,当然是直行的车辆,所以如果中线车辆正在驶近,那么右侧lane的路权就被占用,而不能转出。
