How come it doesn't make sense? I believe it's common sense, because in the emergency situation you block the cop's vehicle, ambulance or fire fighter's vehicle way, make them hard to do their job. Even if all the residents agree that you can do it, that doesn't mean they don't broke the law nor do you.
