看了下面的解释，我的理解是freehold strata townhouse 虽然是freehold, 但strata 或是公共地方是由一家strata 公司管理，并负责周围草地的维护等，因此每个月要交费。
With a freehold strata, when you buy the strata lot you acquire a fee simple title.
The strata corporation is the legal entity responsible for managing, maintaining and insuring the common property by using the strata fees collected.

If the development is legally created by a strata plan, it’s a strata corporation. A strata corporation is created when a developer files a strata plan at the Land Title Office.
A strata development can be buildings or land, divided into separate units, called strata lots. This allows for individual ownership of a strata lot. All the strata lot owners together own the common property as a strata corporation.
