连写了2封信，一封是咨询曼省很友好的预审官的。原件即回复如下：

Thank you for your email. I am sorry to hear that you did not receive a visa. The only advice I could offer would be to apply again ensuring you address the concerns raised by the visa officer in your previous application.
Although our department has extended an invitation to conduct an exploratory visit of Manitoba , it is under the sole jurisdiction of the Federal Canadian Government to issue visas to enter Canada . This includes all visas, whether it is a visitor visa, permanent resident visa, work permit etc.
As the visitor’s visa application is solely under the jurisdiction of the Federal Canadian Government, I can only refer you to the Citizenship and Immigration Website.

As I can understand your frustration with regards to this matter, unfortunately I am sorry to inform you that our department is unable to offer any other assistance with regards to issuance of a visitor’s visa to Canada .

Hello my kind fellow.
I have not disturbed you for a long time. I received your letter on 15.Mar. and applied for the visa in the same time. But I ‘m very sad because when I was arranging for the visit I received the terrible news that the visa officer refused me today with some reason I don’t know.
I lose direction. I have no mind. I know what this means to me. And I know you aren’t in relation to this affair, I just write to you to tell you the proceeding of the case, and get some of your advice if it’s available.

Please be advised that a visa decision cannot normally be changed once it is taken. This office is unable to provide information or details regarding the reasons for a refusal other than the information contained in the refusal letter.
If there is new information not previously considered or if you believe circumstances have changed since the decision was made you can file a new application and pay the processing fee. A different officer will review this new application. However, if there is no change in the applicant's situation, then it is unlikely that the application will result in the issuance of a visa.

Dear visa officer or someone it may concern:
I’m the applicant applying a few days ago for TRV to get a visit to Manitoba under the PNP-B which was refused with the file No, V09 (0301478).
I'm sad. I’m sad for you snuffed out my future. I’m sad for I cannot find out the reason why I would stay in Canada illegally while I was invited and have the chance to immigrate to Canada legally? But you find out it. I understand your responsibility and respect your decision, but I still want to immigrate to Canada legally because I love the country, so can you tell me why I was refused and what documents I should submit to satisfy you?
Besides: If there are any words impolitely，please forgive me for my poverty of English expression.

两封回信都没有什么新意。只不过明显看得出：本土的加拿大人比大使馆的人礼貌有好多了。
看样子我的再重新准备一份签证申请了。不过我的期望大打折扣了
