"Dear Taxpayer:
...
The receipt of this letter conditionally confirms that you have met the requirement of the First Time Home Buyers' Program of residing on the property for one year from your Land Titles registration date. If at anytime during the first year you failed to satisfy this requirement your claim may be prorated or denied.
..."

我是去年（2009年）9月买的房，买房的时候交没交地税我已经忘了，反正今年5月份的时候交过一次。这个通知和我交税有什么关系？或者和来年的报税有关系吗？

First Time Home Buyer报税时有5000块抵税额，可拿回750块的税，应该就是指这个了。

如果你不住满一年，你将失去报销的资格。

我估计，这是您第一次买房，省了交易税（好像是42.5万以下的金额）。前提是您在BC住购一年，并且是自住房。如果您没有住购1年，那之前少交的房产交易费您得补上。您不需要做任何事情。只是不要转让房产。
