我的确通过CIC网站申诉了一下,2周后,收到一封信,说我的申诉已经收到,并转给相关Case officer to review
又过了4天,收到回信,说decision have been made,任何新的或者与材料不一样的材料都不予考虑。告诉我移民还有很多途径,具体见网址。如果要重新投寄,请参考网址。
不过原来准备材料都准备了3份,所以我详细重新编排了reference letters
把无关材料全部统统去掉。重新投寄。
焦虑了若干周后,终于等到一个positive final determination of eligibility for processing
移民之路莫名其妙的坎坷。怎么看自己都是条件全符合,没想到等PER等到的是拒信。原因是认为我不符合职业要求。我在设计院呆了6年,拿了一级注册建筑师的证,头一次听说我没有任何证据证明自己是工作满一年以上的建筑师。怒哉冤哉
有谁能告诉我如何回信require申诉?

This refers to your application for permanent residence in Canada as a Federal Skilled Worker. I have now completed the assessment of your application and have determined that you are not eligible for processing in this category for the following reason(s):
The Minister of Citizenship and Immigration issued Instructions which were published in the Canada Gazette on June 26, 2010. Only applicants who meet the criteria specified in these Ministerial Instructions are eligible to be processed in the Federal Skilled Worker class.
You have indicated that you have work experience in an occupation with the following NOC (National Occupational Classification) code: 2151 Architect. Although this NOC code corresponds to the occupations specified in the Instructions identified by the Minister, you have not provided sufficient evidence that you performed the actions described in the lead statement for the occupation or that you performed a substantial number of the main duties of the occupation as set out in the occupational description of the NOC, including all of the essential duties.
Also, you have not provided sufficient evidence that you have a minimum of one year of continuous full-time, or equivalent part-time, paid work experience in the occupation in the last ten years.
After taking into consideration the work experience supporting documentation on file, I am not satisfied that you have performed the actions described in the lead statement for the occupation; that you performed a substantial number of the main duties of NOC 2151 or that you have have a minimum of one year of continuous full-time, or equivalent part-time, paid work experience in the occupation in the last ten years.
As such, I am not satisfied that you are a 2151 - Architect.
Since you did not provide evidence that you have an Arranged Employment Offer, you do not meet the requirements of the Ministerial Instructions and your application is not eligible for processing.

Dear Case officer:
I am shocked to be inferred not an eligible architect. In the email, I was told that I have not provided sufficient evidence to describe according to the lead statement for the occupation of the NOC:2151 architect. I am totally unsatisfied with the decision. I would appreciate your patience of reading the following.
1) I have provided all the academic records from the architectural bachelor degree to the architectural master degree. The records indicate that I have 8 years academic training in architecture with excellent transcripts.
2) I am a Chinese registered architect which requires the applicant at least 3 years full-time job. The professional certification authorized by Ministry of housing and Urban-rural Development of the People’s Republic of China had been sent with my application. The government web site is http://www.mohurd.gov.cn/jsrc/
3) I have sent all my contracts and employment notarization since 2004 to present. The reference letters are all authentic. In these supporting documents, it is very clear that I worked as an architectural designer in XXXX since 2004 to 2010 and a senior architect inXXXX. How can you say that “you have not provided sufficient evidence that you have a minimum of one year of continuous full-time, or equivalent part-time, paid work experience in the occupation in the last ten years.” in the email?
4) In order to make my application impressive, I sent you my portfolio. There is a project list of about 49 items. Maybe you are suspicious why this guy has engaged in such numerous design works. I promise this is true. I have been the senior architect and finish near 20 projects annually since 2006. Some projects are competitions last only 1 or 2 months, which is the action 1, conceptualize and design buildings, described in the lead statement for the occupation Architect. Moreover, I worked in 2 or 3 project as an architect until the projects were constructed every year. For example, the community projects in my portfolio are almost completed. In these projects, I finished drawings, specifications for the client and checked and accepted activities on construction sites. All these duties are the description of the occupation NOC 2151 architect. In year 2010, the total housing construction area in China is 600 million square meters. So, it is not strange that the quantity of projects is so many and the scale of the projects is so large. Architects in China is busing all day and all night.
5) I have many clients ranging from the real-estate developers to the government departments, such as Gemdale Group (real-estate enterprise, http://www.gemdale.com/ project manager I contacted: XXX ), Shanghai North Bund construction Co. ltd (state-owned enterprises, manager XXX 01634105), Hebei Hengxiang real-estate enterprise (manager XXXX). They all know me and my role in projects as well. No one of them would deny that I am an eligible architect.
It is the first time that my architect identity is denied since my full-time architectural career begun in 2004. I am confident that you must mistake my personal files.
I wish you can recheck my files. Any kinds of contact with me or the people provided above or the people who offer me the reference letter are appreciated.
