医疗卡和疫苗接种

请问大家2个问题。
1， 本人去年在温哥华短登后回国，没有办理医疗卡。现在在温尼伯找到工作，是不是在温尼伯上班就有医疗保险。看到医疗卡网站上一句话：
You are eligible for coverage on your date of arrival in Manitoba when proof of permanent residence is provided or the date permanent residence is granted.
请问什么proof of permanent residence is provided，是不是说拿到PR 状态的那天就要首先去Manitoba,要不是无法证明是从其他省转来的（其他省转来的要等3个月）。
2， 本人工作关系，需要接种乙肝疫苗，以前接种过，很久了，需要重新接种，不知道在加拿大和温尼伯如何接种？

医疗保险只要上班就能弄的，疫苗的事还真不知道，不过你打电话去３１１问一下，他们会给你答复或者告诉你应该去哪里问。
