看来是又是一个以 EB-5的投资做抵押EQUITY ----》州政府发行债券的项目。 看来有州政府债券的项目也要小心呢!

在此替和中说句公道话,最终和中没有让任何一个客户选择了“三氯蔗糖”这个项目。也没有任何损失。15个人的说法哪里来的?

全和中没有一例,我司有当时在和中的同事可以作证。

实际就是在中国没有私募没有成功,没有替代EB-5资金缺口的替代方案,无法启动后续的拨款和债券融资,项目才失败的。

Former Mamtek CEO promises payments, sucralose

The schedule of payments is among several conditions in the agreement Cole and Moberly Mayor Bob Riley signed Friday. If the conditions are not met, Moberly will take back the factory project. Construction is stalled, and Mamtek missed a $3.2 million bond payment due to the city Aug. 1.

The agreement is an attempt to make the project work, Riley said. “Like everyone else in Moberly, we are trying to solve the problem. The end result is we want the plant to be operational and provide jobs for the people that are out of work.”

The agreement was approved Friday in a closed session of the Moberly City Council, Riley said.
Cole could not be reached for comment.

When the plant was announced in July 2010, Cole also made promises. “The fact that we have in hand large, long-term contracts from global customers, even before breaking ground on the new factory, attests to the high demand for our product,” he said in a news release.

The council approval was an act of faith, Councilwoman Nancy Copenhaver said. “All I know is that I have to rely on what the economic development folks are doing on this issue,” she said. “They don’t clue us in on the behind-the-scenes details.”

Gov. Jay Nixon, former Gov. Bob Holden and Moberly officials joined Cole for that July 2010 announcement, which promised 600 jobs at a Mamtek factory producing an annual 300 tons of sucralose, a zero-calorie sweetener.

To finance the project, Moberly issued $39 million in industrial development bonds and the state promised $17.6 million in tax credits and other incentives. Cole said his investors would put up $8 million. Unstated at the time was that Cole’s financing depended on finding investors in China willing to put in $500,000 each in a bid to obtain visas to live in the United States. Mamtek was portrayed as a Chinese-American partnership that was already operating a sucralose plant in China.

The new agreement with Cole had not, as of yesterday, been submitted to the Department of Economic Development, nor had it been approved by the bondholder trustee, UMB Bank.

American Sucralose Manufacturing Inc., registered in Delaware, had not registered to do business in Missouri as of this morning.

Early this year, Mamtek made its first payment, more than $1.2 million in interest. The company missed its first principal payment of $2.2 million, along with the second interest payment of just more than $1 million on Aug. 1, resulting in a credit downgrade for the bonds and Moberly.

UMB then issued a notice to the bondholders that Mamtek had little cash, needed $20 million to $44.5 million to complete the project and that the sucralose process used as collateral had “very little value.”

In exchange for new promises from Cole, Moberly has agreed to transfer control of the project from Mamtek to American Sucralose if the conditions laid out are met. In addition to making up the missed bond payment, Cole agreed to provide “completion plans and estimates of additional costs” to put the factory into operation at a level that will provide enough net revenue to make bond payments of $4.3 million annually.

If the plan to restart the project is approved, Cole has promised to begin sucralose production within 300 days and give biweekly reports on progress.

Riley declined to elaborate on the agreement. He would not say what financial information he and the council have seen that gave them confidence in the new promises from Cole.
“Obviously, we hope everything works out,” he said. “The information in the document has to stand on its own.”
Cole has numerous business interests and longstanding ties to China. A resident of Beverly Hills, Calif., in 2009, the Beverly Hills Weekly newspaper raised questions about $100,000 that city gave Cole and an organization called Beverly Hills Global Partners.

The money paid for a “trade office” for Beverly Hills in Pudong, China, that employed the daughter of one of Cole’s business partners, the newspaper reported. Cole also charged the city for a 2008 trip with a Beverly Hills delegation that included Alissa Roston, a Mamtek officer, and David Ho, a Mamtek director, the newspaper reported.

项目一共才招15个人!自身没有资金的小项目,又缺少弥补EB-5资金缺口的办法,风险可想而知了。

第一次搞,美国人都信你。搞砸了,你的信用完蛋了,以后再也不信你,要重新建立信用难上加难。

美国的信用分一个道理。

问题是,你在美国这个圈子里搞,信用搞砸了就完了。如果搞砸了你还能跳出美国这个圈子继续搞,你牛B,美国奈何不了你。所以中介要比单纯在美国开区域中心的强。美国EB5搞砸了,还可以忽悠去澳大利亚嘛。
