纳税人为自行车自助行买单
Coun. George Affleck recently want to stop hopping on his bike as much, don’t assume he isn’t looking out for cyclists―well, some cyclists, anyway.
In a notice of motion to be brought to the
July 10 city-council meeting, Affleck is now pushing for council intervention to
protect private bike-rental facilities from the imminent publicly subsidized Public Bike Share.
The intent of the motion “is that bike-share locations will not be sitting right in front, or anywhere near, and competing with the private guys”.
“So that’ s the intent,” Affleck said. “I want it written and voted on…. To give these guys some feeling that they’re not going to be put out of business.
Affleck’s motion is below:

WHEREAS
1. A robust cycling infrastructure is a key component of the City of Vancouver transportation plan;
2. Many bicycle rental businesses operate in Vancouver, particularly in the Stanley Park area;
3. The taxpayer subsidized Public Bike Share (PBS) network will significantly detract from the viability of the private rental sector;
THEREFORE BE IT RESOLVED
A. THAT no Public Bike Share installations be placed near prominent tourist destinations specifically, but not limited to, Stanley Park, the Vancouver Convention Centre and English Bay.
B. THAT the Public Bike Shares be installed at transit hubs only.
C. THAT any Public Bike Share contract will require that no promotional memberships be offered at any time.

自助单车租赁”计划:在
市内设置125个单车站,提供1,500辆单车;市民只需按时付租车费或购买「年票」,即可在任何一个「单车站」租借单车,使用后再将车归还并停放在任何一个单车站。计划预计实施10年,市府每年开支约190万元。
无党派协会市议员欧伟治(George Affleck)昨日在市议会内提出动议,要求保护市内现有经营单车出租业者的生计,明年春季实施的自助单车租赁计划不在英吉利湾、史丹利公园和加拿大广场等旅游热点设立自助单车站,但动议未获支持。在伟景温哥华(Vision Vancouver)市议员提议下,该动议被修改成限制设立自助单车站的地点,与使用单车人士谘询后在9月投票推动自助单车租赁计划。
市府完全不考虑单车出租业者的生计,从未谘询过他们的意见,只对部分单车人士团体的意见有兴趣,执意推动纳税人补助的自助单车租赁计划。
