Reporting to the Manager of Purchasing, the Senior Buyer is responsible for: the effective and efficient operation of the Purchasing department; assuring that the College receives the best value for monies expended on supplies, materials, equipment and services; consulting, advising and liaising with College staff and vendors to ensure fair and open competition; assisting with development and administration of purchasing Policies and Procedures; negotiating various legal terms and conditions with vendors; ensuring that purchasing services are delivered with a ‘value-added’ customer service orientation while meeting all Board policies, MTCU directives and purchasing management best practices and ethics and administering the College’s VISA Purchasing Card program.
Specific duties include:
• Researching, developing, preparing and issuing tenders, Request for Quotations (RFQs), Request for Proposals (RFPs) and Purchase Orders; Processing and approving purchase orders;
• Facilitating tenders/RFQs/RFPs evaluation process and recommending acceptance of tenders/RFQs/RFPs;
• Administering contracts created by the tender, RFQ and RFP processes;
• Acting as lead resource for operational initiatives; providing advice and solutions for the procurement of goods & services;
• Overseeing, monitoring, reviewing and assigning work and providing functional guidance to the Buyers and contract staff within the Purchasing department; Developing, revising and recommending purchasing policies and procedures;
• Holding meetings with all College staff, vendor representatives, consortium committees; attending and participating in trade shows, purchasing courses and seminars;
• Ensuring that College purchasing requirements are met while adhering to Board policy, government requirements, ethical and legal purchasing practices;
• Liaising and networking with other Purchasing Officers within the Central Region and province wide college system;
• Maintaining contact with VISA to resolve issues and problems with cardholders; approving and processing VISA applications when requested by departments;
• Resolving issues when improper Purchasing policies have not been followed;
• Providing clearance approvals for goods being shipped from out of country;
• Evaluating all purchasing business processes in order to create new efficiencies and implementing best practices;
• Implementing and training on computerized Purchasing system to users at all levels of the College on an on-going basis; troubleshooting purchasing system problems;
• Other duties as assigned.
Qualifications:
The successful candidate will possess a 3-year diploma/degree in Purchasing & Supply Management or other Business related field along with a minimum of 5 years practical work experience in the public sector in a purchasing environment (or an equivalent combination of relevant education and experience). The successful candidate must have a good understanding of purchasing best practices along with knowledge of market trends, taxes, shipping practices and customs procedures. Advanced knowledge and skills with computerized Purchasing systems (i.e. PeopleSoft, Banner) as well proficiency in the use of computers and related software is also required. The following certifications will be considered an asset: Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB) and/or Supply Chain Management Professional (SCMP). The successful incumbent will also possess good interpersonal skills to deal tactfully with managers/staff and vendors, excellent analytical, problem-solving and evaluation skills, demonstrated skill in written and oral communications, demonstrated customer service orientation, demonstrated negotiating skills and excellent organizational skills.
