2015年8月底申請境外HKVO，申請人在境內等，目前還在「in process 」,
3月中調檔，終於收到GCMS notes，
但是我不明白為什麼案件要送回加拿大CIC？
以下是note，求解，拜託！

I am satisfied the relationship is genuine and has not been entered into primarily to gain a status in Canada. Pass the eligibility assessment. Decision entered. Sponsor eligibility passed. All fees paid. Valid and Clean police certificate *1 on file. RCMP screening completed with no reportable trace. File to Canada-based Officer to proceed with statutory assessment.
