请问大家，家庭团聚来的孩子（1岁多的孩子）是否可以领牛奶金及享受其他福利？

打算给孩子办团聚，但是在使馆发来的资料上看到有这样的一段话：YOu must sign an undertaking with the MICC promising to provide financial support for their basic requirement.The undertaking ensures these persons do not have to apply for social assistance.
不知道牛奶金是否算social assistance？
