不明白其中的 “signed mediation decision” 是指什么？

CPC-CTD-Ottawa 来信说要更新表格：

1。 不明白其中的 “signed mediation decision” 是指什么？谁签字？
2。父母在加拿大visitor一年半多，是否要提交在加拿大的 Police Certificate？ 信中只提到了中国的‘无罪证明“。
