Eligibility
The benefit will be available to workers:
Residing in Canada, who are at least 15 years old;
Who have stopped working because of COVID-19 and have not voluntarily quit their job;
Who had income of at least $5,000 in 2019 or in the 12 months prior to the date of their application; and
Who are or expect to be without employment or self-employment income for at least 14 consecutive days in the initial four-week period. For subsequent benefit periods, they expect to have no employment income.
The Benefit is only available to individuals who stopped work as a result of reasons related to COVID-19. If you are looking for a job but haven’t stopped working because of COVID-19, you are not eligible for the Benefit.

这个华人饭店老板叫李雯蓓,在安省伦敦市经营五福子云南餐厅,现在已经关门停业了。李雯蓓说,她和丈夫经营这家餐厅6年,生意一直不错。原本计划今年将餐厅转让,因为她有了新的创业计划,谁知遇上了新冠病毒疫情,目前餐厅正在转让交接中。

李雯蓓说,得知加拿大政府推出失业救济,她挺高兴的,每个月2000虽不多,但毕竟可以给生活减轻不小的压力,因为她和老公双双失业,家里也确实需要这笔钱。但是李雯蓓向来是个爱思考的人,她认为民主并不等于免费,民主是建立在强悍自立的公民意识基础上的,她在看英国电影《对不起,我们错过了你》时发现,在西方社会,哪怕很蓝领的人都很有尊严意识,不轻易接受救济福利的.....于是她问自己:这次的疫情福利,我申请不?

李雯蓓说,这次疫情补贴和救济金不太一样,问过自己的会计,会计告诉她,根据她历年的报税记录,她完全符合申请标准。所以,应该她可以申请……她同时问自己,如果申请,以后怎样回报?

她认为,一个强悍自立的公民,没有沦落到需要求助的无力弱者地步的时候,不接受救济是一种宣言和骄傲。
最后她下定决心了,放弃了4个月的每月2000的福利。
李雯蓓说:我肯定算不上富人,但8000块就能让我尝到担当的感觉,就能让我觉得自己很富裕,多快乐啊……我就是要通过放弃8000加币买一种担当的感觉,我的动机就是要看看我自己敢不敢、能不能、真的放弃本可以获得的“钱”——结果是:我还真有种!

不过李雯蓓也承认,自己虽然放弃了,但是丈夫领他自己的那一份她不会干预,而且她自己也会申请政府给小企业创业福利——无息贷款,因为她正面临再次创业,确实需要这笔钱。
