魁省担保人填IMM0008的问题

请教有经验的魁省担保人，父母团聚IMM0008表上有个问题 是when DID you apply CSQ? GUIDE上写着 If you haven’t applied yet, you must do so before applying for permanent residence.
有点晕了。。。这个问题怎么答呀？不是先要走联邦的网上申请流程，等联邦批准了，再申请魁省吗？
难道是我理解错了？

关于魁北克省的特殊提示​

如果担保人居住在魁北克，不看过去3年的收入，只看过去1年的收入，要求也比联邦宽松，但需要额外对魁省政府申请许可（CSQ）。
　　加拿大移民法规定，申请魁省政府申请许可（CSQ）需要由联邦和魁省均持牌的双牌移民顾问代理。新生代所有和魁省有关的业务都会由双牌移民顾问代理。

我也遇到同样的问题，于是搜到了这个信息，他们网站上写着CSQ的申请费要600加币，好贵啊。

我把联邦指南5772详细读了一遍，第57页最下两行：
If you haven’t applied yet, you must do so before applying for permanent residence.
魁省网站上写着：

Sponsor a family member

Explanation of the procedures to follow under the Family Reunification Program, depending on your situation.

IMPORTANT REMINDER
You must receive confirmation from Immigration, Refugees and Citizenship Canada that your sponsorship application has been approved before submitting your undertaking application to the Ministère. We do not process sponsorship applications that are submitted without proof of this confirmation.

谢谢，所以直接填还没有申请,而对什么时候申请的,就直接不填,是这样处理吗？

我打过电话给移民局，还发了WEB FORM，没有回复。
我个人的处理方式是两边一起投，这样在联邦的申请上有CSQ申请的日期。在魁省的申请文件上面，我加了联邦指南5772的第57页，圈出那段话If you haven’t applied yet, you must do so before applying for permanent residence.

递交顺序是: 联邦-魁省-联邦。先走联邦程序，开档后联邦会发信，告诉你可以开始申请魁省了。魁省下csq后，案子又发回联邦继续审理。
