Yes the reversing car made mistake and didn’t check carefully. Legally this guy who followed and then took pictures didn’t have to honk and warn. However, was he just waiting for the reversing car moving slowly and slowly to hit his car under his nose? It looked he wanted it happen, just like a hunter or Sniper waiting prey falling into trap
