上年没收到退税， 不知道什么原因。

不是的，你去年报税时有填这个表吗？填了后碳税退税额就会在你的总退税额体现的,今年则无需在报税时申请。

我在BC，看来不符合，奇怪，BC是咋回事？

Who is eligible for the CAIP​

To be eligible, you must be a resident of Alberta, Saskatchewan, Manitoba or Ontario on the first day of the payment month and the last day of the previous month.

You don’t need to apply to receive the payment for the CAIP. The Canada Revenue Agency (CRA) will determine your eligibility when you file your income tax and benefit return and will send you payments if you’re entitled to them.

今年报税时软件说不用填，但去年填的时候每个家庭只能有一个人申请，今年怎么退我也不清楚
