METRO VANCOUVER (NEWS 1130) – Foreign owners who buy Metro Vancouver residential real estate will have to pay a lot more in provincial property transfer tax.
The BC government is bringing in a 15 per cent tax on sales to foreign nationals. To put that in perspective, the tax will amount to a $300,000 extra charge on a $2-million home.
The province introduced new legislation today which makes the change, along with several others.
The property transfer tax comes into effect next Tuesday (Aug 2). It will not apply to homes bought on Tsawwassen First Nation land.
The money raised will be added to a new Housing Priority Initiatives Fund, which will pay for new provincial housing and rental programs.
All BC residents currently pay a one per cent tax on the first $200,000 of their purchase, two per cent on the remaining value up to $2 million and three per cent on the portion above that.
“The amendments include anti-avoidance rules designed to capture transactions that are structured specifically to avoid the additional tax,” says Finance Minister Mike de Jong.
de Jong says recent government housing data indicate foreign nationals spent more than $1 billion on B.C. property between June 10 and July 14, with 86 per cent on purchases in the Lower Mainland area.
“While investment from outside Canada is only one factor driving price increases, it represents an additional source of pressure on a market struggling to build enough new homes to keep up. This additional tax on foreign purchases will help manage foreign demand while new homes are built to meet local needs,” says de Jong.
In the past, de Jong has said he wasn’t in favour of a tax on foreign investment over fears it would send the wrong message to Asia-Pacific investors.
The legislative package would also enable the City of Vancouver to amend its community charter in order to levy a vacancy tax.
Data collected over a three-week period shows five per cent of sales in Metro Vancouver during that time frame went to foreign buyers.
