是否在加拿大境内申请配偶团聚就不需要在过去12个月有收入？

本人已经在1997年入籍，2000年回中国工作，2003年在中国结婚，最近想申请配偶到加拿大团聚。明年我们的第一个小孩会出生。由于本人长期在中国工作，加上也想在小孩出生后尽快与配偶在加生活。知道现在配偶团聚法例更改，如果配偶与主主申请人在加境内申请配偶团聚就不需要主申请人在过去12个月内有收入。
在这里想证实一下此事，并想知道如果没有收入的申请在时间上会与有收入的申请时间一样吗？请指教。

You may not be eligible to be a sponsor if you:

failed to provide financial support you agreed to when you signed a sponsorship agreement to sponsor another relative in the past
defaulted on a court-ordered support order, such as alimony or child support
receive government financial assistance for reasons other than a disability
were convicted of a violent criminal offence, any offence against a relative or any sexual offencedepending on circumstances such as the nature of the offence, how long ago it occurred and whether a pardon was issued
defaulted on an immigration loanlate or missed payments
are in prison or
have declared bankruptcy and have not been released from it yet.
