眼看要到2012了,下面这两张照片在我的相册里也呆了很久,竟然忘了贴出来,前两天有位网友问我这么好的树为什么要砍呢?就算是提醒我说说关于这棵树的故事:
买这座房子时知道后院有它,因为当时入住的是冬天就没怎么太在意它,没想到春天才发现它是颗半死的树,树根已经发霉,最顶部的树枝也没有新芽,另外还有其他的一些枯枝。最大的问题就是它距离房子太近。如果房前屋后有死树是很不吉利的事情,当时我们决定必须尽快把它除掉。
记得当时我在网上约过不少于五家公司来看过,有的要价3000刀,有的说让请吃顿饭,他和我先生就可以解决,另外还有一个西人坎树公司的人从我家路过,敲门说可以帮助砍掉要价4000刀,如果给现金可以便宜,以上的这些人都是仅负责坎树不负责申请批文。也就是说除了坎树的费用还得另外支付申请批文的费用。
于是我又上网找有资质申请批文的人,找了一大圈,终于找到了一位号称“华人坎树第一人”的某某,他来看以后说《不用申请什么批文,那是浪费钱的,他坎其它华人的树就是坎了没有批文,也没有人来查,如果邻居举报后果是补种颗树》,可我们觉得还是依法行事比较安心,他说如果要批文费用是320刀。我们觉得也可以,就让他给我们看一下他的坎树资质,后来他几次推托才说出实情,他说他一直没有lisence,如果我们要求他可以给我们一个西人的lisence复印件,最终我们觉得他还是不太靠谱就没请他。(关于任何资质的证明,一定要要求出示原件或是编码确认。千万别让一些招摇撞骗的人专了这个空子。)
折腾这一通也明白一件事:树的直径超过30cm必须要permit,permit可以有lisence的人去申请,也可以树的主人自己申请。后来我先生说这是我们可以自己办啊,他前后打了三、四电话给有关部门,最后得到了一封允许我们看掉的Email(后附)。
有了permit就好办了,经过几次询价和交流我找到了一位叫James的小伙子,他的报价是坎掉这棵树另加上其他一些白桦树的树枝,加上拉走1200刀,但不包括挖根。坎树那天天气不错,James的活干的也干净利索,想想坎树也不是件轻松的工作,关键是他们的流程控制的比较好。后来那天我家左边右舍的邻居也凑热闹坎了一些大树的枝干,James顺手又接了1000多刀的活。话又说回来,如果我家邻居去年没有砍掉那些距离房子很近的树枝,很难想象今年夏天的暴风雨,会发生什么事情。我们家后院另一颗很健康的树,不是没有幸免于难么?真的友情提醒爱树的朋友,买房的时候一定要留心树的问题,就像我们,如果当时在买方时发现这是颗半死的树,肯定要求他们坎掉或是承担坎树的费用的。

This is to confirm that Urban Forestry has received your request to remove a privately owned tree from the property at xx xxxxx. The tree in question is a >30 cm dbh Birch (Betula). Based on the submitted information, Urban Forestry staff concur that the tree should be removed as soon as possible.
Under the provision of Section 813-11 A, of City of Toronto Municipal Code, Chapter 813, Trees Article III, a permit is not required for removal certified by the General Manager of Parks, Forestry & Recreation. I advise that the tree in question meets the criteria for this provision. Urban Forestry does not object to the removal of this tree. You may proceed with removal as soon as possible.
Although the replanting of trees is not a condition of the exemption, we encourage the property owner to plant a new tree on the property to replace the one being removed. Large-growing indigenous shade tree species are preferable. Please find a list of native trees on our website at: http://www.toronto.ca/trees/pdfs/Tree_List.pdf
Please note that the determination of ownership of any subject tree is the responsibility of the applicant and any civil or common-law issues that may exist between property owners with respect to trees must be resolved by the applicant. This letter of clearance does not grant authority to encroach in any manner or to enter onto adjacent private properties.
Please print off this exemption email and have it ready when removing the tree in case a city personnel is questioning the removal of the tree.
It is advisable to have a professional tree company that is insured remove the tree.
Please inform our office when the tree has been removed so that the file could be closed.
