Since parents are in Canada, called Ottawa and was informed to apply Buffalo Visa Office.
Today's passport was requested (Email) by Seattle Office. Maybe it is closer?! We are in Vancouver.

My parents also have multiple entry visa. Since it requires that the applicants (parents in this case) to be legally admitted for at least one year in Canada, I am hesitated to call CIC to change the Visa office from Beijing or HongKong to Buffalo.
I am just wondering if the CIC agent ever questioned your parents had been in Canada continuously for at least one year. Or did you just tell the CIC agent that your parents were in Canada and were not planning to go back to China for at least a couple months?
