During the conversation, we told the officer our situation and no body will collect the mail if any, as most of time they live in Canada. They have been in Canada for four to five years, however each year they only have a short visit to China for whatever reason. They advised to apply in Buffalo, as our case is being processed in Ottawa, the visa office just issue visa only after DM.
As you mentioned, "legally admitted for at least one year", is a little different from "stay at least one year", from my understanding. Please correct me if I am wrong.
Anyway, if in doubt, you are just a phone call away. Back then, that's exactly the same reason why we picked up the phone. Otherwise we may apply to Beijing or HongKong instead.

CIC website indicated the instruction below:
"Applicants for Permanent Residence
You must select the visa office that serves your country of nationality or the country where you have been legally admitted for at least one year."
My parents also have multiple entry visa. Since it requires that the applicants (parents in this case) to be legally admitted for at least one year in Canada, I am hesitated to call CIC to change the Visa office from Beijing or HongKong to Buffalo.
I am just wondering if the CIC agent ever questioned your parents had been in Canada continuously for at least one year. Or did you just tell the CIC agent that your parents were in Canada and were not planning to go back to China for at least a couple months?
