牛奶金、GST Credit、 Income Tax and Benefit Return 怎么这么复杂呀

看到很多人说申请牛奶金和GST退税，好象很简单，填个表就行了。我读了一下填表说明，怎么这么复杂呀？
申请牛奶金，请同时填GST Credit表；申请GST Credit，要填2004 年的Return。那要不要填2005年的Return呢？

To get the GST/HST credit, you have to apply for it,
even if you got it last year. To apply, you have to file a
return for 2004, even if you have no income to report.

我理解的有错吗？谁能给指点一下？

我记得不复杂的鸭.

就是填前两年的收入嘛,如果是5月份(还是4月份,不记得了)之前登陆的,还要填前3年的收入.

还有啊，寄的时候是寄到PO Box 9070 STN Main Surrey BC V3T 5W6，
还是9755 King George Highway Surrey BC V3T 5E1？
