你可以在一年内上学，只是要按加拿大学生交学费，比Q省居民贵，而且不能享受Q省的学生贷款和助学金。不过，学生贷款和助学多是不少刚来的移民的收入，可以让你过上有吃喝的生活，当然不会太好，也饿不死你。
其它福利，肯定还有区别，比如这边的托儿所，一天7刀，你在OTTAWA7刀肯定下不来。小孩的牛奶金，Q省在联邦的基础上再多100来块。
再补充一点：如果你就想来M城定居，可以来。来之后努力学习法语。如果你想当成跳板，建议你就不要来了，你得一年后才能按Q省居民上学，上学之后得多久了。还不如直接去英语省份，打点累脖提高一下英语，尽快安定下来。
M城适合法语好，热爱法语文化，或法语不好热爱法语文化，或法语不好也不热爱法语文化但还愿意学习法语的人。要学好法语不容易，要学好法语和英语更不容易。M城最不适合的就是不愿意学习法语的人。

其实倒并不是说很穷到必须有L&B。因为新移民总是比较忐忑，不知道未来会怎样，所以不太想把本钱很快花光。有L&B，就会觉得也是一份收入，算是一个补贴吧。
补充一下：愿意学法语。一定要读书。不打太累的雷波，读书时parttime吧。

OSAP不用还的部分很少很少，而且条件比这边苛刻多了，不能认为那个是L&B吧

不明白这两个本质上有什么不同。魁省不用还的多，只能说明魁省的福利好罢了。
我理解L&B就是Loan & Bursary的意思，loan是得还的，bursary是不用还的。安省的OSAP（好像OSAP本身就有不用还的部分）和bursary也是分要还的部分和不用还的部分。
不明白这两个本质上有什么不同。魁省不用还的多，只能说明魁省的福利好罢了。

好吧，只不过魁省这个项目本身就叫L&B项目，说OSAP也是L&B那无所谓啦。
下面是申请魁省L&B，关于quebec resident的条件

1. The student was born in Québec

2. The student was considered a Québec Resident in the CEGEP system
You had Québec resident status in college and are continuing on to university without interrupting your studies for more than two semesters (not including the summer semester).

You had Québec resident status in university and are continuing on at another university without interrupting your studies for more than two semesters (not including the summer semester).
4. The student was issued a Certificat de sélection du Québec (CSQ)
You have a Québec selection certificate (certificat de sélection du QuébecCSQ).

The student has a Parent who is currently a resident of Québec
One of your parents has his or her main residence in Québec.
5.2
The student's Sponsor is currently a resident of Québec
The person who officially sponsored you to immigrate to Canada has his or her main residence in Québec.
6. The Student has resided in Québec for twelve consecutive months before the beginning of the semester and was not studying full-time at a Québec educational institution during that 12-month period.
7. The Student Is a Recipient of Québec Financial Aid
You are receiving financial assistance from Aide financière aux études du Québec or you are a former recipient and did not interrupt your studies for more than two semesters (not including the summer semester).
8. The Student has resided more than 3 months in Québec and less than 3 months in another Province since immigrating to Canada
At the time of registration or before the end of the semester, you had been residing in Québec for more than three months and you had not resided elsewhere in Canada for more than three months since your arrival in the country.
9. The Students’ Legal or Common Law Spouse is a Québec Resident according to one of the situations under Part 2
Your spouse is considered a Québec resident according to one of the situations falling under Part 2 of the “Attestation of Residency in Quebec” form.
10. The student is a Member of a Native Nation in Québec
You are a member of a Native nation in Québec.
11. The Students’ Parents or Sponsor now reside outside Québec
You have continued to reside in Québec even though your parents or sponsor no longer reside here.
12. The Student was Adopted by a Person who had their Principle Residence in Québec at the Time of the Adoption
You were adopted by a person residing in Québec at the time of the adoption.
13. The Students’ Parents or Sponsor are Deceased

[FONT=宋体]其实最受争议的，就是这个第八条，我去魁大，康大的[/FONT]L&B[FONT=宋体]部门和华人服务中心都帮朋友咨询过，每个地方给出的结论都不一样，真是费解。魁大说肯定不行，康大说没问题，华人中心说可以，需要提供当时护照上入境和出境的记录。不过后来那朋友不读书了，去安省找工作了，所以这事就不了了之。[/FONT]

不好意思，我申请OSAP都是10年前的事情了，记不清了，而且现在要求又改了不少。我原来申请时，有条规定是必须在安省住了一年以上，否则OSAP很少，据说现在已经没有这条规定了。现在不用还的部分也比以前高一些了。
