The regulatory amendments would to come into force on January 1, 2014. PGP sponsorship applications received before the pause on PGP application intake – implemented on November 5, 2011 – would be assessed based on regulations that were in force at that time. PGP sponsorship applications received as of January 2, 2014, would be assessed based on the proposed regulations.
The operational manuals and guidelines as well as sponsorship kits and guides would be updated to ensure prospective sponsors and immigration officers are informed of the changes to the program.
The redesigned PGP program would be assessed as part of an evaluation of the Family Reunification Program, scheduled to begin in 2017-18.

不要忘记当年加拿大政府实施C50法案时也说过Pre-C50的技术移民申请"would be assessed based on regulations that were in force at that time."

不过,如果政府真的一刀切父母团聚积案,这将是政治自杀(因为不少申请人是选民)。

技术移民那块是法案正式颁布前的建议方案，最后被推翻回朔是可能的，父母团聚这次算是正式颁布了举措，性质不同。而且技术移民的申请人说穿了在登陆前和加拿大半毛钱没关系，但是父母团聚移民牵扯到
很多已经是加拿大公民的担保人，而且都是实实在在的纳税居民。
当然不到最后拿到登陆纸，都可以说不是最终定案。

如何不同?

2008年的C50法案也是经"加拿大公报"正式颁布的法案

2008年2月27日前递交的pre-C50申请也是根据当时的法规申请的

技术移民回朔不是第一次，以前就有先例，其他国家也有过，团聚移民不同，理由我说了，我对技术移民不感兴趣，不想多说。

Well...

Legally, regulations governing family reunion can be applied retrospectively. Neither the Charter nor the Bill of Rights contains any provision stopping the government from terminating existing backlogs.

The only show stopper is politics.

I am still waiting for your response re. the difference in retrospectivity between a law/regulation governing family reunion and that governing skilled worker.

I repeat again,i don't want to talk more about policy on federal skilled worker.
If you do like my opinion same as u,fine. Let's say it:"family renuion will also be retrospected regardless May.10 regulations"
In addition, I really did not see the new regulation is harsh, but perhaps the greatest impact on new immigrants to need to wait for at least three years.

My position to the new regulations is neutral.

The central issue related to our discussion is whether Canadian Government may retrospectively terminate all PGP applications submitted before November 2011.

Although such measure is feasible legally, it is infeasible politically.

However, Canadian Government may choose to delay processing the backlog.

是，因为现在已经是2013年，实际上所有积案都在可追溯条款里。

是否追溯应该将取决于移民官的个人判断了，以及康尼还准备每年（2013-2015）给这些积案多少配额。

这小编水平真不咋滴，还动用admin出来以营造震撼效果，晕。
在未结案之前，VO随时有权翻查担保人的收入情况，这个是一贯以来都有的手段。
所以我们一向提醒担保人，从申请担保开始，只要父母没登陆，就得保证收入足够。老政策的时候就是这样的了。
结果硬被你理解为“暗藏杀机的一刀切”，服了。

2011年11月前的申请还是幸运的，老人老政策。
一心保证自己的收入别下降，坚持把每年NOA弄漂亮才是正道。

技术移民还有一类是有亲属加分的，可是有直系亲属在加拿大哦。

没有加分的，也许有非直系亲属在加拿大呢。

技术移民的“可能”直系程度很强吗（如果强过团聚移民，早办团聚了），另外在团聚移民里，直系可是担保人，意义很不同。
技术移民回朔，这边的“可能”直系出去游行过吗？倒是团聚移民，为了父母，很多子女还是出来了。
