I do not know where to intercept the information. i search below info from CIC website which is clearly identify who should be provide as below quotation:
Who needs a police certificate?
In general, you and all the people in your family who are 18 or older need to get a police certificate. You must get one from each country or territory where you have lived for six or more months in a row since the age of 18.
The certificate must be issued no more than three months before you apply.
If your certificate is in a language other than English or French, send it when you apply, along with the original copy of a translation done by a certifed translator.
My understanding, you must provide the criminal record from your current country or areas where you live 6 or more than months.
还有一点我需要说明的是，无论你从国内带过来的无犯罪记录证明是出国前什么时候公正的，都只代表了那个时间点之前你无犯罪的行为是被认可的，在那之后的时间所居住的国家或者地区的无犯罪记录是需要被再证明，如果超过6个月。逻辑很简单，不需要再说什么了。至于平添心烦的问题，那么减少心烦的最有效的方法就是准备充足有力的材料。不用总想着是不是要补料耽误时间平添不必要的烦恼。
境内递境内不需要境内police check

valid police certificate, or
police clearance, or
record of no information.
These documents are to be provided for each country other than Canada, in which you have lived for six (6) consecutive months or longer since reaching the age of 18.

之前ＣＩＣ网站和我收到的ＣＩＣ回邮说的是递ＡＢ省Vegrevill center不需要递交加拿大境内的无犯罪证明。除非你递的是其他中心，depends.
希望没搞清楚不要误导别人。。。我也经常被一些不一样的解读误导，觉得这样不好，平添了别人的心烦，本来等的时候就容易心情紧张。。。
