我认为搞定口语的标准是第一阶段 能做到 心到口到。不能满脑子纠缠着发音、词汇、句子结构、语法、固定搭配，这样根本没法顺畅交流，对方也最多敷衍你两句就完了。而必须跟汉语似地，下意识得就蹦出来为你想要表达的观点服务了而且基本准确。
等你做到这一点，就要向提高表达技巧迈进，同样一个意思，你如何表达的让别人易于接受。
所以搞定口语。。我感觉非常难
Basically, I agree with u and ur concern.
Only some comments:
As for the first stage, I personally think that it should be the quick translation plus some local expression not the intuitive response.
We dont need to consider too much about the pronunciation if we think about those Indians.
At the same time, grammar and structure should not be cared too much if we still remember that "long time no see" comes from Chinglish. Simplicity will be better!
eg: (What I will say when translating what u have written above)
I think if u wanna settle down the spoken English part, u have to do（翻译你写的做到突然发现没法接下去了），（然后我会说）I mean what u think and what u respond should be perfectly matched. That means u can not be suffered by, such as(已经违反语法错误，但我认为没关系) the pron, the words（应该是vocabulary, 仍认为无妨）the grammar, or the fixed pattern(丑陋无比的翻译).
U can not handle the basic communication, I mean if u r suffered by them（违反语法，them没有特指）, if so, these westerners will not talk with you seriously(真实的口语我没法翻敷衍一词，写的话可以) They will just finish talking after several sentences.
Stop translating for the sake of time.
The purpose of the illustration and my point are
You need some skills, but the standard of the skills u need to learn is simple and effective. Eg: whenever u can not continue, u can use "I mean uh" and then change the structure u familiar the most. More skills, which are simple and effective will be introduced later!
Finally and most importantly, this kind of 搞定 is just for the job hunting and the interview, but not for u to get a local girl in the bar.
In the job-related interview, the most part u will cover is the expertise part and the left, which will be less than 20%, is the normal local communication.
Also, i do believe we all will prepare a lot, which u think will be asked.
BTW, if the target is the latter, I beg u to teach me how or at least give the chance to me to have the discussion with u, because I really do not have such kind of confidence and have googled for such skills so long time but failed, haha kidding!
