急求关于魁省居民问题

本人联邦移民 短等温哥华不到一月后回国 下次长登计划魁省 请教怎么才算魁省居民 有以下2种说法

111）由于在外省住的不满三个月所以到魁省后住满三个月就可以。
222）必须在你登陆后的第一年在魁省住满3月 而在外省为未住满三个月
333）必须在你登陆后的3个月内转到魁省并住满3个月以上。

以上1和2的区别在于 是否必须要求第一年 在魁省住满三月，而3 就更苛刻了。 请教各位前辈那种说法对

我有一位同乡朋友 他告诉我 他曾经在第一年在蒙特利尔住满了3个月 然后回国再来长登时没问题可以拿福利上学 而他老婆第一年没有住满三月（当然也没在其他省住3月）被告知一年后才能申请l&B .不知道是办事人员刁难还是本应如此。

怎么才算住满3个月？
因为在外省登记了SIN卡，拿到了枫叶卡，到蒙城以后到什么部门再去登记一下？ 还是直接到蒙城去租房或买房就算？
要一家人全去才算还是主申请人一个人去全家就算？

1，个人管个人的，你是不是魁省居民，跟你家其他人无关；
2，到蒙你总得办医疗卡吧？按那个日期算。
3，申请L&B的时候，需要提供医疗卡按上面的时间推算你是否在魁省住满3个月，并且提供其他材料证明你在加拿大其他省没有呆满3个月。比如说护照上有入境章证明你第一次到温哥华的时间，虽然没有出境章，但是你下次入境时，通常会因离开加拿大时间过长而被拉到机场移民局排队，移民局的人问完问题后，会在你这次的入境章后面加注，比如说：away since x月x年。提供这样的证明材料给学校就够了。

楼主可以看看这个教育部关于认定魁省居民身份的表格，需要的证明文件里面都列出来了。

Criteria for Québec resident status
满足一条即可，
1. You were born in Québec.
2. One of your parents or your sponsor resides in
Québec.
3. You hold a Certificat de sélection du Québec
(Québec selection certificate).
4. Both your parents (or your sponsor) are deceased
and one of them resided in Québec at the time of his
or her death.
5. You still have your residence in Québec, although
your parents (or your sponsor) now live elsewhere.
6. Québec is the last place where you resided for 12 consecutive
months without pursuing full-time studies.
7. You were adopted by a person who resided in
Québec at the time of your adoption.
8. You have been residing in Québec for at least three
months and have not resided in another Canadian
province for more than three months.
9. You have been in one of the following situations for
three consecutive years within the last five years: 2,
5, 6 or 8.
10. One of the previously listed criteria (1 to 9) applies to
your spouse.

登陆加拿大的时间到来到魁北克的时间长于3个月的，要一年以后才可以申请lb 这跟是不是魁北克居民并不完全一致。

而且你这一年不能full-time读书

true. my friend had the same problem when he applied L&B. he had to wait for 12 months.

很简单 一个安省居民到魁北克读大学，第一年按照外省学生的标准收费，到了第二年，按理说他已经在魁北克居住了一年，是否可以按照魁省的学生标准收费呢？答案就是不行，因为他虽然在魁北克住了一年，但这一年他在全日制读书，仍然不能享受魁省的LB

你想想，如果去掉这一条，任何加拿大公民到魁省读书只要一年之后都能享受魁北克的学费待遇，这不是一个很大的空子马？

如果你这一年是在full-time读书就算你住满了一年 第二年仍然不能享受lb


Situation 6 - The Student has resided in Québec for twelve months before the beginning of the semester and was not studying full-time at a Québec educational institution during that 12-month period.

你上移民部的法语应该不受影响

我们有CSQ,但是短登是温哥华，只住了一个月左右，买了房子，办了SIN卡，没有办医疗卡。 一年以后长登蒙城的话，有几个问题：
1.这个CSQ还有用吗？可以直接用CSQ证明是蒙城居民吗？
2.在温哥华的房子是否会影响成为蒙城居民？需要卖掉才行吗？
3. 上魁省的大学一年后，暑假也有超过3个月了，一直住在蒙城，暑假期间不上学，这个对成为魁省居民有用吗？
4.需要请教一下什么是 “L&B".

sorry, can't type chinese temporarily.
As I mentioned above, fulfilling any one of listed criteria will make your quebec resident status officially acknowledged.
Real property situated at any other province wouldn't be a concern for this issue.
Not really understand the logic behind question No. 3.
L&B means loan and bursary, a governmental financial aide program, you can find more details from the site you quoted.

那我以前在多伦多短登2个星期后回国，2年后来魁北克长登，如果住满3个月了也拿不到loan and bursary?必须要1年后，而且不全职读书才可以？
