Did the guy have a complaint? Was there a disagreement? What provoked it? Or is the guy just nuts, having psychotic delusions, and thinking the little old lady was an evil sorceress or something? This was during a public open house to discuss the temporary modular housing for the homeless that is coming to Richmond. Witnesses mentioned (in the Richmond news) that they suspect this man was opposed to the homeless housing in the area. There were escalating tensions between proponents and opposition at the time according to reports I've read and seen online. No excuse for this criminal act though and he should be arrested. Disgusting behaviour.
