Constable Jeffrey Northrup, a plainclothes officer with 52 Division, died after being run down by a suspect in a vehicle in the city hall underground parking garage, Police Chief James Ramer said at a 9 a.m. press conference, joined by Toronto Mayor John Tory and Toronto Police Association President Jon Reid.
Sometime around midnight, officers were dispatched to a priority robbery call in the garage, Ramer said — a call that was subsequently upgraded to a stabbing.
Northrup and his partner, both in plainclothes and attached to the ongoing response to the Canada Day events at City Hall, responded to the dispatch and were the first to arrive at the scene.
Both officers were wearing their badges identifying themselves as police offices, Ramer said.

While details are still scarce, the suspect entered a vehicle when confronted by the officers and allegedly drove at them.
“It’s very early on in the investigation, but based on the evidence we have at this time … it was a deliberate and intentional act,” Ramer said.
Northrup was treated at the scene by fellow officers and Toronto firefighters before paramedics rushed him to hospital via emergency run where he was pronounced dead.
Northrup’s partner was also transported to hospital, where she was treated and released for minor injuries.

Northrup began his career with court services, becoming a sworn police officer in 1999 assigned to 11 Division.
He’d been a member of 52 Division since 2008, and is a member of the chief’s ceremonial unit.
