我是2月8日材料到北京使馆，大约2月24日收到file number，2月28日寄护照，今天（3月23日)收到签证。

3.21号凌晨写的
之前找到canadian migration institute公布的一个PDF文件（09版，不知道是不是最新的），貌似是给移民律师投诉CIC用的，上面有不少有用的信息。之前BJ2.21号签收我老婆的护照，3.10面试的时候说没收到，3.11号居然有脸email我老婆让她30天内寄护照，我一气之下写了一个complaint给visa section，cc beijing mission，再cc program manager。对方2天给我答复，说找到我老婆的护照了。
3.21号email visa section，问我老婆2.14号体检的结果，因为CIC的online status一直都是IP，从来没见过MER。对方3.23号回复已经收到medical examination result，说案子现在是on queue for final review。
如果VO不及时回复的话，不妨给他们的program manager或者regional director投诉试试，然后同时cc给VO。关键要抓住他们的小辫子不放，同时在service quality上再告状。federal government department对service complaint还是很重视的，你越是formal，manager和director越是要formal对待，只要你揪住他们的小辫子。不要怕VO下黑手，大不了就是一个拖字，对方知道你cc program manager，绝对不敢给你下黑手，只要你的case里面没有对方找得到毛病的地方，VO就没办法把你怎么样。
至少在我自己工作的federal agency，service complaint的处理结果是要向manager汇报。formal service complaint，VO是要先向manager汇报，manager最后向assistant director写书面报告汇报。VO要是敢下黑手，我就一路投诉下去，直到minister和MP。
我反正是不怕搞大。本来还想把所有东西交齐了，3.10面试通过可以拿签证让老婆马上过来生孩子。3月份登陆的话，MSP可以在6月1号开始生效，这样6.22号预产期的老婆生孩子就有医保了。结果被BJ的拖拉搞得遥遥无期了，不给我老婆好过，老婆不给我好过，那我也不给VO好过。

再有一点，formal service complaint是要记入VO的个人档案的。无中生有的complaint不见得能伤到VO，但是如果你抓住她把柄，还是会影响她仕途的。即使她在案子中做的不恰当的评语，也是会backlash.

貌似 Sidney Frank 还是北京的immigration program manager，北亚的地区director。2011-02-15，他才在house of common前做个听证会。

大致扫了一下，Sidney说 ”80% of cases are completed within four months from when the sponsorship is received at the case processing centre in Mississauga.” NND，我老婆的case2010.11.29号就在Mississauga签收了，现在都3月底了，什么4个月结案，狗屁啊，面试都通过了，还拖，日。
