It also allowed the speaker some leeway to deviate from the distributed text as the mood or circumstance might dictate. And there was no electronic version of the speech. Just hard copies handed out to reporters who usually dumped them in the waste basket on their way out the door. Fast forward to the common practice of government departments, and private sector corporations to post their speeches on their web sites. Question - Which speech is put up on the site? The speech that was signed off on the one that cleared all the approvals the safe speech? Or the one that was really given where the speaker wandered off to unrelated tangents, told inappropriate jokes, or otherwise went off-message? Sometimes the matter can be of little consequence. But at the very least it can present administrative headaches for the communication team. On the other hand, it may be that even the speakers themselves don’t want the “as given” speeches up on their web sites. They might have stuck their political feet in their mouths in one fashion or another and in the harsh light of the following day, they might well want the text as-written to go on-line and pray that no one calls them on the difference. 除非那位神仙大姐或老兄可以提供原始的讲话录音，否则，CIC网站上的文本应该就是最权威的了。

LZ文笔太好了，读起来很痛快啊。而且LZ又这么友善，有问必答，来这里心情也格外好。
家园网已经把我的请愿贴关照到最上面的通知栏了，让我对这次去香港抗议更有信心了。
我email了一下律师TIM，他说重点诉求是要抓住Credibilty做文章，要求加拿大守信用，另外，29项职业是个谎言，因为其中18种要求加国本地的资格证书。不知道杏花版主有什么高见啊。我要采纳尽可能多的合理的诉求建议。
另外说个题外话，版主认为韩寒确实是造假吗，天涯这个话题的帖子盖了近2000层楼。我一开始看了方舟子分析的几篇文章就马上觉得是韩是假的，这让我感到中国真的是假得无底线啊。

投资移民虽然人少，但其涉及的方面非常广，将会直接影响很多方面的经济利益。如果这部分人行动起来，将会是一个非常巨大的力量，将有可能影响联邦政府的决策甚至国会表决。
所以我昨天在你的贴子里跟了贴，并且在上面特别发了”全世界投资移民、技术移民积案受害者，联合起来”的倡议，实际上，这个倡议重点是呼吁积压的投资移民人士的。
投资移民积案将何去何从，目前移民部未透任何的风口，所以业界最近也没有一点的反应。我正是从康尼的讲话中，判断出康尼所说的“新西兰模式”，有可能是针对近10万投资移民积案，最起码，也是与技术移民绑架的，投资移民不能幸免。
这也正是偶所说的“事情正在起变化“的一部分。
但事情发展太快，昨天看到去港请愿贴，就提前把这个观点提出来，希望引起大家的注意并尽快采取行动。
回答嫩所说的“29项职业是个谎言，因为其中18种要求加国本地的资格证书”问题。我前边曾分析过，所谓的部长指令制，其目的也只是限制申请人数，而不能真正引进加拿大需要的工人，227，626和71全是浮云。要从根本上解决这个问题，需要借鉴澳洲模式，引进移民申请前的技术评估机制：。这个看法，最近屡次得到印证。康尼的上次讲话，明确提出要“对于受行规限制的职业，考虑实行“提前技术评估机制”。果真如此，医生，护士，律师类移民将会变得很困难。
