Just found your message. The following answers are just for your reference.
1. If your parents go to Trillium Health Center in Mississauga or West Toronto, they are sure to be provided with intepretation service. They may ask for it at the time when they book the appointment. As to other hospitals, I am not so sure. As far as I know, some hopsitals provide interpretation service, such as St Georges Health Center, Toronto Western Hospital and some others. The thing is, you have to check what languages they offer.
2. If they are covered by OHIP, they are entitled to annual health checkup and any other medical checkups deemed necessary by the doctors. There shouldn't be any problems for the continuity of treatment.
3. You may not need to translate these documents. I suspect doctors here will rely on any diagnostic results made in a country where they have little knowledge of. Most likely, they will do the medical checkups all over again and work out their own. You may have interpreters to read the documents through and if the doctors find them interesting, they would ask for translation and you may start the process from there, either by having interpreters to help or going to a translation agency. Of course, if you insist on having them translated, that is a different matter. There are certified translation agencies in Toronto.
