实际的地税收法:
1. 政府定预算,算出要收多少税来维持预算
2. 政府或者政府认可的第三方给房屋估价
3. 政府计算出税率,mill rate = 预期税收/总估价
4. 某个房产的税=估值*mill rate
林佳树把政府定税的这个过程说的一清二楚,就是这三个步骤。第四步是我加上的。我在说Taxes (税收),有人给我讲Property Tax **Rate**。有人说”这是”智商税“ 。
回到主题,是谁给了BCA的权力用自己的标准来Assess别人物业的市场价值?难道不应该由独立第三方机构来做吗?物业税确定的一个因素是物业的Assessment结果(税率是另一个),政府制定税率有一套标准,但Assessed Value这个“乘数”有“空间”被调整 (比如2017年比2016年突然的上调),特别是这个调整是由Crown company BCA来做的时候,谁能相信这个地税的调整没有“私心“。?官方的说法和解释相关资料都能查到,比如这个帖子。

在大温这种六七年新三千多尺singe house 卖120多万的地方,一居室Condo 也就三十几万。相反,一居室卖六十多万的地方,类似Single House应该在二百万左右了。应该比较相同Location的House的价格120多万,那么现在公寓的价格就显得太高了。
一些最近几年盖的一居condo,六百呎左右,60多万,不如跟朋友一起合买house了。
所以公寓的价格也得跌
